The Outer Senshi are very different, both as fighters and as normal people, from the Inner Senshi. Sailor Saturn probably is the link between the two groups: her powers are so great that she can't use them, not to cause the world's destruction, so she actually uses her defense move only, and her young age makes her differ from the Outer and being similar to the Inner Senshi.
In Sailor Stars, after Setsuna went to professor Tomoe's house to take care of Hotaru, again a child, the Outer Senshi set up house to the Tomoes' : it would be curious to ask where professor Tomoe went after that, completely disappeared from the scene after the first episode (did they perhaps confine him in the attic?). The relationships become very similar to the ones in a real family (Hotaru in fact calls Sailor Uranus and Sailor Neptune Haruka-papa and Michiru-mama), with Sailor Pluto as an "aunt" for the baby.
