Someday, this world will be peaceful, united, educated and prosperous.There will be no war, no poverty, and no discrimination.A world able to protect itself from global warming, over consumption, nuclear disaster, pollution, acid rain, ozone layer depletion, and AIDS.A world that is able to practice sustainable development, protection of environment and responsible parenthood.
There is a world future where there will be no national boundaries, no racial discrimination, nor religious fanaticism.
Because every human being is a child of God, everyone is equally important and deserves to enjoy human rights, freedom, happiness and prosperity.The citizens of the world have the duty to act towards this vision, in wherever, whenever, and whatever they can within their status in life.
As soon as possible, and through a democratic consensus of all nations via global plebiscite and a drafting of a global constitution through an international constitutional convention, the goal of the citizens of the world is to set up a single and unified global government with police powers, powers to tax, and has the power of eminent domain.This task is arduous and long, but there is no justification for any armed solution in pursuance of this vision.Diplomacy should be the only way.The global government will have judicial, executive, and legislative branches; a government-financed two-party system from the global presidency down to village level; with one monetary system, civil service system, electoral system and an economic system grounded on free enterprise.
A global president, vice-president, a chamber of hereditary leaders and a chamber of territorial representatives will be popularly elected.The territorial divisions of the world will have governors, vice governors, and territorial representatives who will also be popularly elected.The cabinet heads of the global government and as well as that of the geographical divisions should come from the popularly elected representatives of the territorial divisions.
The formation of the Global Government consists of ten stages: (1) Information drive and leveling - off using the Globalist Manifesto.(2) Formation of the critical mass of global advocates from every corner of the world.(3) Formation of the International Global Government Organizing Committee. (4) International Convention to Draft the Global Constitution. (5) International Plebiscite on the Global Constitution. (6) Formation of the global two - party system. (7) Election of the Global President, Vice-President, Territorial Representatives, and International Council of Hereditary Leaders. (8) Appointment of the Global Cabinet from among the Territorial Representatives. (9) Formation of the Global Seat of Government, Armed Forces and Central Bank. (10) Managing the world towards lasting peace and prosperity.
This manifesto should be advocated worldwide to kings, queens, heads of the states, heads of the government, diplomats, military leaders, educators, scientists, church leaders, business leaders, personalities, thinkers and everyone.Leaders from all over the world would advocate this vision and one of them should become the founding president of the global government with the rest as the founding fathers.

The original manuscript of this manifesto emerged from the classroom of the Master in Development Management, Class of 2003, at the Asian Institute of Management, Makati City, Philippines. It was suggested that the purity of this manifesto should be maintained to avoid future misunderstandings as the humanity go on its journey towards the Global Government someday. That government may not happen within your personal lifetime but it will come within the time of the Creator.
Circa 2004 –
A website carrying the manifesto landed #1 in Google Search under to topic globalist manifesto over around 30,000 entries.
Circa 2005 –
Four more websites carried the manifesto on its page.
January 2006 –
The manifesto was first published in a book “100 Essays, The Voice of the Far Eastern University”, Manila, Philippines, on pages 189 – 190.
February 2006 –
Another website carrying the manifesto landed #1 in the Yahoo Search under the topic globalist manifesto over around 36,000 entries.
An egroup supporting the manifesto garnered 450 members.
The 3500th website visitor was registered in the website advocating the manifesto.
March 2006 -
Confidential initiatives to seek the personal reactions of the Pope, UN Secretary General and the US President about the manifesto begun
April 2006 -
A list of influential people in the world was arrived at.
April 2006 -
The two main groups of global government advocates - the group led by Steve McIntosh based in Colorado USA and the group led by Prof.Sofronio Dulay based in Marikina Valley, Philippines agreed in principle for a united front.
May 2006 -
Google placed a website carrying The Globalist Manifesto in the Top 5 entries from around 35,400,000 total entries under the topic "formation of global government". Yahoo Search placed, another website carrying the manifesto, the CDM Foundation, number one in the list under the topic.
Wikipedia published an article entitled: "The Globalist Manifesto: Blueprint for the Formation of a Global Government".
August 2006 -
A physician from Zurich, Switzerland under an assumed name of "Dr. William Tell" donated a modest amount to the CDM Foundation, Inc. with a note: "Dear Prof. Dulay, please find a way to set up a "Globalist Manifesto Trust Fund" and let this amount be the first donation to the fund. Please keep the amount intact but you are authorized to use the bank interests in pursuance of the vision of the manifesto. Please reveal my true name after 30 years so that my offsprings will know that their daddy is part of the world history, in its quest for survival - by setting up the one world government."

I enjoyed reading The Globalist Manifesto on your website and I agree wholeheartedly. It is good to connect with you around our mutual
interest in the movement for global governance. Thank you for your
kind invitation to a videokee and inuman session when I am in the
Philippines (if I ever manage to get there). I would also like to have
a drink with you if you are ever in Colorado.
Although I have been an advocate of world government since the 1980's,
it is only after becoming familiar with integral philosophy that I have
been encouraged that this may come to pass during my lifetime. I thus
commend this way of understanding consciousness as I believe it will
play a large roll in the eventual inauguration of global law. A good
book on this is Spiral Dynamics by Beck and Cowan, or A Theory of
Everything by Ken Wilber.
Anyway, I agree that it is currently lonely on this path and it is good
to connect with a brother in the movement like yourself. Hopefully, we will be joined by many others before too long.

Dear Professor Dulay,
Thank you very much for promoting our Global Governance Petition
(www.integralworldgovernment.org). We've received 8 new signatures in
the last 2 weeks as a result of your good efforts. Who knows, perhaps
the Philippines will lead the way toward world government.
I am wondering if you have read Ronald Glossop's book on world
government, or anything by Richard Falk.
Although I am sympathetic with the approach of these authors, I do not
think their ideas are adequate or realistic to produce global
governance in this century. This is where integral philosophy comes
in. I believe integral philosophy will play a similar role in the
inauguration of world government that Enlightenment philosophy played
in the original inauguration of democracy in the 18th century.
Regarding integral philosophy, have you read anything by Ken Wilber,
such as his book A Theory of Everything?
Anyway, I appreciate your help in spreading the word.
