As soon as... possible, CPS/CAS will, within (30) days after referral, report, information, is received shall complete the full protection investigation, and:
document the protection investigation steps and findings.
make a decision about whether "alleged", protection concerns, have been verified, in a conference involving at least the child protection worker and supervisor.
document the decision and supporting reasons
obtain supervisory approval of the decision.

At this point...   there seems no mention of the disposition, of the case file, should the investigation conclude there to be no child protection concerns at the time.  CPS/CAS might become re-involved with the family, whether future child protection concerns, are discoverd - or - not, by using this old file to lay claim, under the auspice, that this family has a history with the CPS/CAS.  One possible way, to remove this eternal stain upon the character and dignity of the family, might be to obtain a, "formal declaration" by the CAS/CPS worker - and - verified by the authorizing supervisor, attesting to the fact that the file is now permanently closed, as there are no current protection issues - nor - are there any concerns, which might present future protections issues, at this time..
The child...   alleged to be in need of protection, the caregiver(s), of the child(ren) - and - the person alleged to have caused the, " need for protection ", are to be advised, of the outcome, of the investigation within (14) days, of its' completion.
Reasons...   shall be documented by the CPS/CAS worker and approved by the supervisor, where;
decision about verification is delayed beyond (30) days.
notification of the investigation outcome is delayed or does not occur.

When... the decision is delayed beyond (30) days, it shall be made as soon as possible - and - no later than (60) days, from receipt, of the referral, report and/or information.

INTRODUCTION
Eligibility for Service
One key...   purpose, of the, " full protection investigation ", is to determine, whether child protection concerns are verified.  During the course, of the investigation, the CPS/CAS worker gathers information decides whether the information, that led to the investigation, appears more likely to be accurate than not (balance of probability), and whether there are any other child protection concerns present.
