(1) - Taking Over / Handing Over of physical Charge of ULDs, etc. from out going Shift through Log Book. (2) - To read incoming TTY messages & action acordingly, proper log & handing over same to Day incharge for his further action. (3) - Ensure UCM of each Arrival/Departure is flashed after Physical check of all ULDs and correct UCM flashing on given format. (4) - Retrival/Feeding of empty ULDs to/from respective areas (IBS,DBS,Transit, Cargo). (5) - In case of Shortage/non-availability of ULDs: (a) - Close coordination with Load Control for proper planning & adjustment of joining baggage on PLTs/LD3s/ALPs as the case may be. (b) - Retrival of ULDs from scatterd areas. (c) - Retrival of ULDs from Cargo Sections. (d) - Advance retrieval requests to out STNs on incoming Arrivals self or through OPN. (e) - Advance request to out Stations Despached more & Receiving Less. (f) - Advance Request to Pak Base Stations for support of ULDs to coverup shortage. (Subject to availability at STNs/Pay Load) (6) - Handling of Stretchers on arrivals and departures & proper Log entry. (7) - Will maintain ULD Form - 01 for Day ULD Cell Incharge. (8) - Any other ULD assignment from ULD HDQ or ULD CELL incharge. |

Former Director ASD has circulated this When He was got convenced about importance of ULD HDQ its merging as head office Section & it's immediate detachment from KHI ULD CELL and Stations Operational Function as per SOP. Accordingly I was Deputed to Monitor, Control & plan ULD activities on my previous parameters like INAD CENTRALL CELL & its effective sucess. My Tasks were Given: (a) - To Re-Structure ULD HDQ & ULD Cells at Karachi, Islamabad, Lahore & Peshawar in light of latest Scientific methodologies, termonologies using ISO 9000 & 2000 Models & Techniques. (b) - acoordingly to exerts presure on users, area heads for effective functions of ULD Cells & Stations at network. (c) - To identify the strength & weakness of area then to identify the issues & their contributing factors, to provide high standard as per global ULD functions. (d) - To coordinate with ULD users to discourage mishandling & misuse of ULDs, PIA's assest with image & interest be safegurded, as done in my Past project INAD/DEPORTEE CENTRAL & Sub Cell.. e) - To provide ULD awareness to PK Officers, related Staff & the management as wel as for effective procurement & planning. (f) - To ensure officer/staff for effective feed back, inventory control & automation |

As per IATA, FAA, CAA, PIA SOP, from Flight Safety point of view etc, Damaged ULDs, Curtainless ULDs can not be utilized on on aircraft by any stations. Stations using Damage ULDs are responsible for all liabilities, mishaps. To avoid all station Heads to ensure for the following ex- Their Stations. (1) - Please right now inform ULD HDQ KHI, with damaged ULDs, with condition. (2) - Please quote discrepancy telex reference send to STN/Unit (baggage/Cargo), with Flight/date, ULD seral number, nature of damage, contains, these damaged ULDs received, contrary, it will be understood that damage is occured at station, ULD is available & accordingly repairing charges will be attributed to Station, Handling agent. |
SOP - For ULD Cells/Shift, Network Station. (a): Tell ULD HDQ, how many Damaged ULDs are at Station. (b): When these ULDs are being forwarded to KHI for necessary repairing. (c): On what Flights /date these Damaged ULDs received & whether Cargo Loaded or Baggage Loaded. (d): Does Station or Shift send discrepancy message & copy to ULD HDQ ?, if not, what action is taken against concern/deputed staff/ officer. (e): Contrary, it will be established that damaged happend at Station, unit available. (f): What is nature of Damage. |
SOP - Discourge Using Of Damaged ULds |
ULD was a critical issue in PIA network since 1984 accordingly all out efforts were made with, various administrative, staff & incharges changes, but no fruit full results obtained. No proper automation was carried out, No proper planning & procurement was carried out in light of prevailing operation despite huge infra structure, reason was that, no one were versant and awared about planning parameters & ULD functions. Finally undersigned was given this project to restructure ULD Cell. I studied same & with in a week period informed management that, re- structuring & smooth handling is possible, if Daily Day (Automation, Inventory Control) be seprated from KHI ULD (Shift). and following areas be done accordingly by ULD HDQ team under direct supervision of GMPS. |
(1) - To prepare update reports / presentation on daily basis for managements perusal. (2) - Our reports/presentation are purily based on data maintained by stations itself by IN and OUT UCMs / SCMs, hence for any wrong stations ULD statistics station itsself is responsible. (3) - If any flaw, defaulting Station is informed and warned to avoid such discrepancies which is cause of not only its stations but of entire system as well. (4) Despite all our out efforts, if no or improper timely response from STN/ individual/Agent or if any operation / finnancial loss, will be attributed to STN/ individual or agent. (5) - We do guide STNs / individual, constantly though various communication aids like, telexes, E-Mails, telephone, WEBSITE etc. (6) - We Monitor, Control ULD CELLs functions to asses their performance, Feeding/ Retrival actions. |
