Phase 1 of Valley Street Park Rehabilitation The proposal for the first step toward improving the park was approved at the Community Council Executive Board meeting on July 17th (the full Community Council doesn't meet until August 21) at the Northeast Community Center. We began Phase 1 on July 31 with the Alaska Extreme 4wheelers who have adopted the park. Neighbors cleared out deadwood and picked up trash, focusing on the dense thickets that have provided shelter for illicit activities. The 4wheelers cut and cleared and picked up trash. Parks and Rec will not give approval for the cutting and clearing of thickets, especially those around the perimeter of the park, where people congregate to drink or do business, have small fires in winter, and sometimes sleep. Parks and Rec will not clear this area, nor will they meet with neighbors to discuss it. Parks and Rec has refused to restore or maintain the park. However, when approached by Fish and Game about the restoration, Parks and Rec indicated interest in acting as the recipient of a grant so they could develop a park plan. In response to our request for approval of the rehabilitation of Valley Street Park, Parks and Rec gave us a second aluminum garbage can on the Cherry Street side of the park. Fish Congregate near Deep Narrow Strip | |||||||||||||||||||||||||||||||||||||||||||||||
These fish (identified as Sculpin by marine biologist, Maureen de Zeeuw) were seen at the deepest narrowest part of Chester Creek August 1 after the dam was removed by someone by the curves of Kim and Kluane. There are some volcano-looking fish eggs in creek. Dolly Vardens have been seen near the Valley Street Side of the Park, however, not since August 1. The above pictured fish was seen as recently as August 10. People are urged not to throw things at the fish or to poke them. This does not encourage them to remain or to return. |

Ideas and Volunteers Sought for Help with Grant Proposal | |||||||||||||||||||||||||||||||||||||||||||||||
Sunny Wilston and Lori Johnston attended the meeting with Fish and Game in the Bureau of Land Management Building downtown, (diagonal from the log cabin visitor's center on 4th Avenue) at 4pm on Tuesday, August 19 to discuss a grant to develop a wildlife viewing area and other improvements for Valley Street Park. Maureen deZeeuw, Anita Goetz, and John Delap of Fish and Wildlife and Fish and Game set forth a plan to go about obtaining funding for improvements to the park. Parks and Rec Threatens Fines to Those who Maintain Park | |||||||||||||||||||||||||||||||||||||||||||||||
Tom Korosei (WWCRSP&R@muni.org 343-4503) of Parks and Rec wrote in an email at 5:30pm on July 31, "Municipal staff will selectively remove vegetation, in accordance with applicable regulations, if the municipality determines such clearing is appropriate for maintenance or security reasons. Any removal of vegetation by others may be undertaken only as specifically directed by municipal staff." On August 1, Volunteer Coordinator Nancy Beardsley (beardsleynj@ci.anchorage.ak.us 343-4288) told a neighbor that she and others would be fined $300 if any vegetation were disturbed. The neighbor attempted to negotiate for access to water the flowers, with no success. The flowerbeds are consequently abandoned. This volunteer emailed Beardsley and Korosei requesting any forms necessary to get the city to evaluate the need for weeding in the flowerbeds and weedwacking in front of the flowerbeds, and asked that the city then do this work that neighbors are prohibited from doing.
