| - On February 27, 1991 Iraq withdrawed from Kuwait and Iraq accepted UN Resolutions 687 & 688, recognizing Kuwait’s sovereignty, allowing for UN no-fly zones in North (Kurds) and South (Kuwait), promised to end all atrocities against its own people and allow oppressed Kurds to move into Kurdistan in North under allied protection, to dismantle weapons of mass destruction and allow unrestricted UN weapons inspections teams, and to make reparations to Kuwaitis. -Nearly every clause of those UN Resolutions (687 & 688) have been undermined: - No Fly Zones – Iraqi warplanes and ground troops have attacked UN planes on patrols; illegal radar stations have been built around these zones. Air strikes against Iraq have resulted. - Kurdistan and cleansing operations – After the UN established a protected zones for persecuted minorities, the Iraqi military illegally established a military blockade around the area and shot all violators of the blockade. Since October 1991, few have entered the protected zone and those who have continue to report torture and executions. - In October 1993, Iraqi forces eliminated several communities in a marsh region that was to be drained; continuing genocidal acts. - UN weapons inspection teams were given restrictions and denied access repeatedly within the first few years of inspections; they were expelled in 1998, despite their appeals that many stockpiles of chemical and biological weapons continued to exist, and missile technology had not yet been dismantled. - Intelligence reports from both the CIA and British Intelligence have declared a renewed interest in Iraq’s chemical and biological programmes, as well as attempts to purchase weapons-grade plutonium in Africa. Analysists warn that if these endeavors are successful, Iraq could assemble nuclear weapons within months. Iraq has also began to inoculate troops against both anthrax and smallpox, adding to worries of biological armament (All UN affiliates are not permitted to use biological agents, even in cases of war.) - Iraq has recently distributed a chemical called atropine to its armed forces. This is also puzzling, since UN Agreements prevent developed nations from using chemical weapons except in cases of severe sovereign threat. No neighboring countries have VX or Sarin capability. - Iraq is also the only country in the world to have biological/chemical units within every company in their military; a recent development. - Iraq has also developed advanced nuclear centrifuge sites. This increases a nuclear threat, as nuclear material that is not weapons-grade could be quickly enhanced to the point of weapons development. - In direct violation of UN Resolutions, Iraq has developed or rebuilt several missile, nuclear, chemical, and biological weapons sites. This development has led to new concerns over Iraq’s intentions. |
