Constitution

ARTICLE I
Section 1. The name of this club will be the Junior Progressive Club of Wynne, Arkansas.
Section 2. The purpose of this club will be united effort toward social uplift and self-culture.
ARTICLE II
Section 1. Members of this club will be of two classes-active and honorary. There will be a quota of 25 pledges from the up-coming freshmen class; each of the upper classes will be allowed to vote in enough pledges to maintain their quota of 25 girls.
Section 2. Active members will be those who participate in all the club activities and projects. They cannot be married, have been married, or be a single parent.
Section 3. Honorary members will be those who were club members while in high school and are now in college or other fields of education and who are not married, have been married, or be a single parent.
ARTICLE III
Section 1. The club year will begin in September and end on May 31.
Section 2. The members present will constitute a quorum at any meeting except when an amendment is passed. There has to be a 2/3 membership then to form a quorum.
ARTICLE IV
Section 1. The annual dues will be $10.00 per member payable from the September meeting and no later than the October meeting. The winter formal dues will be assessed and shall be paid by the date set by the executive committee.
Section 2. Members failing to pay their dues on or before the meeting in November cannot attend the Winter and Spring dances. Members missing more than 3 of the 9 meetings shall be dropped from the club. All excused absences must be cleared by a JPC Sponsor.
ARTICLE V
Section 1. The club officers will constitute an Executive Committee and transact any business in the interim of regular meetings.
Section 2. The officers of this club will be as follows: President, Vice-President, 2nd Vice-President, Secretary, Treasurer, Assistant- Treasurer, Reporter, one or more Historians, and Sergeant at Arms.
Section 3. The officers will serve for the term of one year.
Section 4. Standing committees will be: Decoration and Telephone. These committees shall serve for the same length of time as the President who appoints them.
ARTICLE VI
Section 1. Meetings will the held on the first Sunday of each month unless changes by the sponsors and Executive Committee.
Section 2. The President may call special meetings.
ARTICLE VII
Section 1. There must be at least 2 sponsors.
Section 2. Their duties will be to advise the club and help supervise its activities.
ARTICLE VIII
Section 1. Each active member may submit suggestions of civic duties for the new members to perform. The list must be submitted to the Executive Committee one week before the Executive meeting.
Section 2. New members must perform all duties set by the Executive Committee unless they are excused.
Section 3. The Executive Committee will plan the duties to be performed by the new members at an Executive Committee meeting prior to the September meeting.
ARTICLE IX
Section 1. The constitution may be revised or amended at any regular meetings by an affirmative vote of all members present; the revision or proposed amendments having been submitted at a previous meeting.
Section 2. By-Laws may be adopted, amended, or repealed at any regular meeting by an affirmative vote of 2/3 of those present.
BY-LAWS
- A slate of officers will be presented by the Executive Committee and voted on by the club members at the May meeting.
- The President will preside at all meetings of the club, and at the Executive Committee meetings. She will appoint all committees, keep order at the meetings, and determine the general activities of the club. She must be a senior.
- The Vice- President shall preside in the President and perform all her duties. She will also keep record of all club members' points. She must be a senior.
- The 2nd Vice-President must be a junior and becomes President her senior year.
- The Secretary will keep the minutes of the club meetings, keep an accurate list of the membership, will carry on club correspondence, and will write thank-you notes. She will inform the club sponsors of all meetings and activities. She must be a senior.
- The Treasurer will receive all monies of the club holding some in trust, shall sign all checks and shall pay all bills approved by the President, and make a financial report at each meeting.
- The Assistant- Treasurer will assist the Treasurer and become the Treasurer her senior year.
- The Reporter/ Website chairman is to report the meetings and other activities to the Wynne Progress and KWYN.
- The Historian(s) will keep a club scrapbook and record all clippings, pictures, a copy of each yearbook, and any and all other pertinent material relating to the club and/or its members.
- The T-shirt Committee chairman will design t-shirts for all club activities and dances. She will also collect all money pertaining to the T-shirts.
- The Executive Committee will advise and assist the President in the management of the club.
- The Telephone Committee will see that all members are informed of meetings and all other activities.
- The Decoration Committee will be responsible for the themes of dances and all decorations at any function.
- Honorary members may come to the fall, winter, or spring dance.
- Guests at the dance must come formal at the winter dance and must carry out the theme of any other dance.
- Dresses, skirts or dress pants must be worn at the meetings. NO JEANS!!!
- New members will be voted on by the club once a year at the September meeting.
- Members desiring to withdraw from the club will send a written resignation and contact one of the sponsors.
- The Junior Progressive Club is solely sponsored by the Women's Progressive Club, and they will not use the school facilities for Communication concerning meetings or any other activities. They shall not have Executive Committee meeting at school.
- All social activities sponsored by the Junior Progressive Club will be by invitation only, and shall be chaperoned by at least eight adults in addition to at least one of the JPC sponsors. The sponsor should be given a list of these chaperones at least 3 days before the stated event.
