Under current state law in my home state, support and visitation are considered separate issues by the court.Support issues are covered by a reciprocal arrangements, whereby you can reach out and touch someone no matter where they live in order to enforce support orders.

Visitation, on the other hand is treated as a civil matter. This means you must sue the offender for what amounts to a breach of contract in order to enforce a visitation order. You must first find them, then go to the court where they live and sue them.If you are successful, the court will enter and order against them for compliance, as well as an order that they pay for the costs of the lawsuit, which basically amounts to reimbursing you for the money you have already spent on attorneys and expenses. The offender can avoid compliance with the court order simply by moving to another jurisdiction, at which point you have to start the process all over again.
