This show was cancelled during its 3rd season by Fox Kids but now airs in reruns at Comedy Central. It's based on a hilarious comic book of the same name. Characters:

Arthur - Low self esteemed sidekick of the Tick, forever dressed as a moth. Much smarter than the Tick, though.

American Maid - The only real superhero of the lot.

Brainchild - Smart kid who swears to get vengeance on the Tick for getting him grounded.

Die Fliedermaus - "Batman"-like hero, who always runs away in the face of danger.

Dinosaur Neil - Arthur's sister's husband, who can sometimes become a huge dinosaur and rampage through The City.

Sewer Urchin - Worrisome hero who becomes supercool while in the sewers. Talks like "Rain Man".

El Seed - Spanish plant villain with a flower-head.

Chairface Chippendale - The Tick's arch enemy. He's got a chair for a head.

Breadmaster - A SURPRISE! bread villain.

The Civic-Minded Five - "Let's make a difference!" A useless legion of super heroes.

The Evil Midnight Bomber What Bombs at Midnight - The greatest Tick villain ever!

Speak - The Tick's useless super-pet. Thought he was a dog but actually he's a big
rodent.
