If I recall correctly, the trail was extended slowly from Wilmington north. A former mayor of Wilmington, who owned land near the border between Delaware and Pennsylvania, allowed the trail to cross his property. He approached other land owners, seeking permission for the trail to cross their properties, too. When those land owners expressed doubts, he told them of his experiences. He died several years ago.

Beginning in the early 1960's, the Wilmington Trail Club sponsored an annual hike of the trail, so it is likely that the trail was complete by 1963. One member of the Wilmington Trail Club has hiked the trail twenty times on these annual hikes. As of 2003, the next most frequent hiker has hiked the trail seventeen times.

As new agreements were reached with landowners, or as new landowners asked the trail club to move the trail away from the land, over which the trail had passed, the location of the trail has changed. The Keystone Trails Association considers this trail to be endangered due to the pressures of suburban development.
