Neither Governor Tajonera nor his successors managed to build a provincial jail  in Bucay inspite of Tajonera's  strong letter of request to the Government in Manila (see note 30 and follow link.) Convicted felons had to be caged in the lower floor of the troops quarters for the seventeen years during which the town was the provincial capital.
