This is part fact and part speculation, really. What we do know is this - Jessie and Cassidy have a history. What we don't know is what that history is.
In The Breeding Centre Secret Cassidy announced it had 'been a while' since they'd last met with a tone in her voice suggestion there was something greater incinuated than a long-ago failed friendship. Jessie tried to sweep the comment under the carpet, saying Cassidy 'used to hang around' with her.
It seems to me that the two of them have something to hide. Cassidy always appears to have the upper hand with Jessie, as though she's the one with power over the red head. And that would make sense - if Jessie wants to keep their history secret then Cassidy really does hold power over her. One word and Jessie's secret is destroyed.
The general feeling about those two is that they were simply friends, just as the scriptwriters suggest. The other theory I've heard is that they are in fact sisters. But these aren't the theories I subscribe to personally. I think that these two had something going on between them back in their early days in Team Rocket..... and I don't think the tension between them is going to just disappear...
