Press Statement by Dr. Boo Cheng Hau, Publicity Secretary of Johor DAP in Johor Bharu on 25 September 1999 -------------------------------------------------------------------------------- The Impact of Dr. Tai Eng Teck's death on Public Confidence towards Malaysian Police The sudden and cruel departure Dr. Tai Eng Teck brought such a shock and agony to the Malaysia society, especially to his family, friends, patients and colleagues. I feel the utmost pain when I heard the death of Dr. Tai. I had known Dr. Tai for more than a year and he had worked in my clinic from time to time as a locum doctor for the past one year. He was a diligent, soft-spoken, caring young doctor who won his patients and colleagues' praises. Dr. Tai's departure is a great loss to the society and he would have cared for many sick and needy. Many of our patients came to me weeping for his death not only because of loss os a doctor but some viewed his death as a loss of a brother, son and friend. The IGP's statement that Dr. Tai's death was 'accidental' is most unacceptable as it could have been prevented with police professionalism and 'people friendly' approach. While the IGP Norain Mai mentioned the death of 17 police officers on duty in the past five years but he forgot to mention 635 deaths of civilians during the police operations in the past 10 years. Many of them were unarmed and never lived to prove their innocence or to be proven guilty. Norain Mai was absolutely insensitive to the loss of civilians lives while trying to defend his subordinates' unprofessional and cruel acts. While advising the society not to jump into conclusion as the cause of Dr. Tai's death was concerned, Norain Mai already jumped into conclusion himself by classifying Dr. Tai's death as 'accidental'. As the top police officer in the country has made a biased statement in defending his subordinate's misdeed at the expense the deceased victim's inability to defend himself, an independent investigation commission is need to instill justice in Dr. Tai's death. Even when the factories could talk about "zero defect" in manufacturing their products, the police shall be even more vigilant and make all efforts in ensuring that no innocent would ever be harmed or killed in their operations especially as they deal with human lives. The most outrageous statement which the IGP could make was that he issued no assurance that such 'accidents' won't happen again. As the police should not stay above the law and independent safeguard, there is an urgent need not only to set up an independent commission to investigate Dr. Tai's death but a Commission to constantly monitor police brutality from now on. |

Usul Ahli Parlimen bagi kawasan Kepong, Dr Tan Seng Giaw untuk menangguhkan mesyuarat Parliament bagi membincangkan perkara tertentu berkenaan kepentingan orang ramai yang berkehendak disegerakan pada 10 Julai 2000 -------------------------------------------------------------------------------- Usul di bawah Peraturan 18(10)&(2) adalah berbunyi seperi berikut: Bahawasanya saya Dr Tan Seng Giaw meminta izin supaya ditangguhkan Majlis Mesyuarat dengan tujuan hendak merundingkan perkara tertentu berkenaan kepentingan orang ramai yang berkehendak disegerakan. Pada 2.15 pagi 2 Julai 2000, segolongan lelaki berpakaian celoreng tentera lengkap dengan pangkat dan beret merampas 14 pucuk M16 dan peralatan komunikasi di pos tentera nombor dua Askar Wataniah di Sungai Rui, Gerik. Pada 4.15 pagi, 15 lelaki berpakaian dan bersenjata yang serupa mencuri 105 senjata automatik, lebih 5,000 peluru dan alat lain-lain dari Kem 304 di Gerik, Perak, dalam masa kira-kira 15 minit. Mereka melarikan diri dengan tiga buah Pajero hijau berplat tentera. Pada 4.00 petang, 3 Julai 2000, tiga Pajero tersebut dijumpai di sebuah dusun durian berhampiran dengan Sekolah Kebangsaan Jenalek dekat Sauk. Lebih 2,000 anggota tentera dan beberapa orang polis telah dikerah untuk memburu perompak tersebut. Pada 7.45 pagi, 4 Julai 2000, dua anggota tentera cedera dan dua anggota polis ditawan di Bukit Jenalek. pada 6.30 pagi, 5 Julai 2000, seorang perompak cedera dalam satu pertempuran dengan tentera. Di antara 2.05 pagi hingga 5.15 pagi, 6 Julai 2000, pelbagai usaha telah digunakan untuk memberkaskan semua perompak. Akhirnya, kesemua 27 perompak menyerahkan diri dan tiga nyawa terkorban. Syabas kepada semua pengusaha. Peristiwa ini adalah dilakukan oleh segolongan silat Al-Ma'unah. Pemimpin utamanya Mohd Amin Mohd Razali telah mengetuai rompakan tersebut. Berbagai-bagai soalan timbul daripada peristiwa tersebut. Kenyataan-kenyataan daripada Menteri Pertahanan Dato' Seri Najib dan Ketua Polis Negara Tan Sri Norain Mai mengenainya sering mengelirukan. Keselamatan kem tentera, disiplin, prosedur, penyimpanan senjata, rantaian pemerintahan tentera, peranan polis serta bermacam-macam aspek kewujudan golongan seumpama ini memerlukan siasatan dengan sepenuhnya dan laporan hendaklah dibentangkan sebagai kertas putih di Dewan ini. Implikasi dan konsekwensi peristiwa ini terhadap negara ini adalah sangat besar. Ia adalah perkara tertentu berkenaan kepentingan orang ramai yang berkehendak disegerakan. |
Saturday, April 7 1:49 PM SGT Malaysia's Top Police Officer Charged In Ethnic Clashes KUALA LUMPUR (AP)--Ethnic Indian activists lodged a formal complaint against Malaysia's top police officer Saturday, accusing him of failing to protect members of the minority during ethnic clashes last month. Officials from the Malaysian People's Reform Party also demanded that Inspector General of Police Norian Mai and three other senior officers be suspended from duty while a disciplinary board investigates complaints against them. At least six people, five of then ethnic Indians, were killed and about 50 others injured in clashes between ethnic Indians and ethnic Malays which broke out in slum townships on Kuala Lumpur's outskirts March 8 and continued intermittently for four days. Some Indian residents complained during the fighting that some of the about 1,000 police officers who flooded into the area during the fighting left ethnic Indian houses unguarded and stood by while armed Malays attacked Indians. The reform party, a small ethnic Indian-based opposition group, collected the complaints in a report and last month handed it to Malaysia's human rights commission, which promised to investigate. The police complaint filed Saturday is in addition to the report to the human rights commission, and alleges that Norian failed in his duty as national police chief to provide equal protection to ethnic Indians in the violence-torn areas. The complaint also accuses Norian of failing to investigate claims that "organized" groups of Malays attacked Indians. "Whether the police like it or not, they must be held responsible for the violence," said P. Uthayakumar, the party's secretary-general, told The Associated Press after lodging the complaint at national police headquarters in downtown Kuala Lumpur. Three other senior police officers who were in charge of security in the settlements where the fighting occurred were also named in the complaint. Uthayakumar conceded filing the report could stir ethnic tensions between Malaysia's three largest groups - Malays, Chinese and Indians. "There may be accusations that we are inciting racial feelings," he said. "But innocent Indians died and the police should investigate our complaints." Mohamad Mokhtar Mohamad Shariff, a senior officer who received the complaint, said he would forward it to the relevant parties. He didn't say if the allegations would be probed. The fighting is believed to have been triggered after an ethnic Indian man knocked over furniture at a Malay wedding, and escalated into the worst racial violence since riots in 1969 involving ethnic Chinese and Malays. Authorities have blamed the clashes on criminal gangs and poverty in the area, which is home to about 100,000 mostly poor laborers and squatters. |
