Laman Web PDRM ini dilancarkan khusus untuk memberi peluang kepada orang ramai supaya lebih mengenali pasukan Polis. Ia mengandungi maklumat-maklumat yang boleh membantu segenap lapisan masyarakat dalam berurusan dengan pihak Polis.



Laman Web ini juga membuka ruang kepada semua pihak berinteraksi dengan Polis, samada untuk mendapatkan khidmat nasihat tentang perkara-perkara tertentu, mahupun menyalurkan maklumat-maklumat berguna yang boleh melicinkan lagi pelaksanaan tugas kami.

KENYATAAN AKHBAR MENGENAI PENANGKAPAN
DIBAWAH AKTA KESELAMATAN DALAM NEGERI (AKDN) 1960



Pada 10 dan 11 APR 2001 pihak polis telah menangkap dan menahan 7 orang aktivis reformasi di bawah Sek. 73(1) Akta Keselamatan Dalam Negeri (AKDN) 1960. Mereka yang ditangkap dan ditahan adalah :-

1.1 Mohamad Ezam bin Mohd Nor - 34 tahun

1.2 Chua Tian Chang - 37 tahun

1.3 Nisamuddin bin md Rais atau Hishammuddin Rais - 50 tahun

1.4 Saari bin Sungip - 43 tahun

1.5 Gobalankrisnan A/L Nagapan - 41 tahun

1.6 Raja Petra Raja Kamaruddin - 49 tahun dan

1.7 Abdul Ghani bin Haroon - 39 tahun

2. Tangkapan dan penahanan ini dilakukan keranan terdapat maklumat-maklumat mengenai penglibatan mereka dalam kegiatan yang boleh memudaratkan keselamatan negara. Pihak polis perlu menjalankan siasatan yang rapi di atas maklumat-maklumat tersebut. Kegiatan reformasi yang bermula pada bulan Sep 1998 merancang untuk menggulingkan kerajaan melalui demonstrasi jalanan secara besar-besaran dan bersiap-sedia untuk bertindak secara militan dengan mengambil beberapa pendekatan seperti berikut:-

2.1 Telah melaksanakan langkah-langkah tertentu untuk mendapatkan bahan letupan termasuk bom dan grenade launcher:-

2.2 Menggunakan "molotov cocktail", "ball bearing" serta berbagai-bagai senjata berbahaya untuk menyerang pihak keselamatan bagi menimbulkan keadaan hura-hara semasa demonstrasi jalanan di sekitar Kuala Lumpur pada bulan OKT 1998 dan

2.3 Mendapatkan bantuan dan sokongan guru-guru silat serta mempengaruhi sebilangan bekas pegawai dan anggota keselamatan supaya menyertai gerakan mereka.

3. Bagi membendung trend militan gerakan reformasi tersebut maka pihak polis telah mengambil tindakan ke atas 28 orang aktivis reformasi di bawah Sek 73 (1) AKDN 1960 antara 20 Sep 98 hingga Dis 98. Tindakan -tindakan pihak polis tersebut telah dapat meredakan keadaan buat sementara waktu.

4. Pada pertengahan tahun 1999, aktiviti gerakan reformasi muncul kembali dengan berselindung di sebalik platform sebuah parti politik di mana sebilangan daripada mereka telah menjalankan kegiatan-kegiatan yang boleh mewujudkan ketegangan kaum melalui isu-isu agama dan perkauman. Ini termasuk penyebaran berita-berita palsu yang menggemparkan seperti dakwaan bahawa ramai orang Melayu telah di Kristiankan semasa Pilihanraya Kecil Lunas. Ciri-ciri militan semasa Pilihanraya Kecil itu juga dilakukan oleh aktivis reformasi melalui perbuatan ganas dengan mengancam, mengugut dan menakut-nakutkan para pengundi serta orang ramai.

5. Pada Akhir tahun 2000 aktivis reformasi telah membuat ketetapan untuk menggunakan du pendekatan berikut bagi mencapai matlamat mereka :-

5.1 Akan terus melibatkan diri dalam proses demokrasi yang normal serta sistem pilihanraya : dan

5.2 Melalui cara-cara di luar perlembagaan dengan mencetuskan demonstrasi jalanan secara besar-besaran dan bercorak militan menjelang Pilihanraya UMUM 2004.

6. Kearah merealisasikan perancangan tersebut, satu kumpulan sulit yang dianggotai oleh lebih kurang 20 orang aktivis reformasi telah wujud di KUALA LUMPUR. Sejak 6 Jan 2001 hingga 4 Apr 2001, sebanyak 12 perjumpaan sulit telah diadakan oleh kumpulan ini bagi merancang untuk mempengaruhi rakyat membudayakan demonstrasi jalanan dan perhimpunan haram secara militan. Antara perancangan terpenting gerakan reformasi dalam masa terdekat ini adalah untuk menganjurkan demonstrasi jalanan yang dipanggil Black 14 secara besar-besaran di Kuala Lumpur pada 14 April 2001. Bagi mengelirukan pihak keselamatan, perhimpunan tersebut dipanggil "Perhimpunan Penyerahan Memorandum Rakyat Mengenai Hak Asasi Manusia" dimana mereka merancang untuk mengumpulkan seramai lebih kurang 50,000 orang yang akan berhimpun disekitar Kuala Lumpur. Perhimpunan serta perarakan ini berpontensi menjadi rusuhan.

7. Adalah jelas aktivis reformasi sanggup melakasanakan kegiatan-kegiatan di luar perlembagaan dan undang-undang demi mencapai matlamat mereka. Oleh yang demikian di bawah Sek 73(1) AKDN 1960 diambil kerana pihak polis mempercayaai ada alasan-alasan untuk menahan mereka dibawah Sek 8 AKDN 1960 kerana telah bertindak dengan cara yang memudaratkan keselamatan negara.

ISA detainees demanded apology

The families of the seven ISA detainees have demanded apology from the IGP, Norian Mai for deliberately defaming the detainees - failure to do so within forty-eight hours will prompt a fresh court action against him.

A press conference was held at Ezam Mohd. Noor's house at 3 pm yesterday to brief reporters on the legal action initiated so far against the IGP. The conference was also attended by Dr. Wan Azizah, Anwar's wife and president of keADILan.

In a strong worded letter, the lawyers representing the families demanded a full apology from Norian. (The letter can be read here) The families also made a four-point demand:

That within forty-eight (48) hours from the date of this letter:


you forward us undertakings in writing to desist from making, publishing or otherwise broadcasting any similar allegations of our clients;
you forward to us a draft apology and retraction should be issued in both your official and private capacities;and
you nominate a sum as to damages to compensate our clients, such damages to be paid upon terms and conditions as may be imposed by our clients;and
you cause to be published in a conspicuous manner and location in all local daily periodicals in the principal languages of this country the duly approved and/or amended apology and retraction within forty eight (48) hours of our clients' approval and/or amendments being communicated to you.

In a press conference immediately after the arrest of the seven keADILan and reformasi leaders, Norian had accused them as 'militant' and 'plotting to topple the government through violence'. The families have consistently denied this and claim the detainees did not commit any unlawful act. The allegation was malicious and made with ill intention, stressed the families' spokesperson last week.

The seven detainees - Ezam Mohd. Noor, Saari Sungib, Tian Chua, Hishamuddin Rais, Raja Petra Kamaruddin, Ghani Haron and Gobalakrishnan were detained under ISA last week. The act allows detention without trial indefinitely and considered one of the most oppressive piece of laws still existed in Malaysia today.

The families have been denied access to the detainees. The police also refuse to allow lawyers to meet them, prompting fear for their well being.

In 1998, Dato Seri Anwar was beaten unconscious and denied medical attention for days when he was detained under ISA.

Sir Re: Press release dated 11.4.2001

1. We act for Mohamad Ezam Bin Mohd Nor, Chua Tian Chang, Nisamuddin Bin Md Rais (known as Hishamuddin Rais), Saari Bin Sungib, Gobalakrishnan a/l Nagapan, Raja Petra Bin Raja Kamarudin and Abdul Ghani Bin Haroon.

2. Our instruction are that


2.1 you did cause a press statement dated 11.4.2001 (the "press statement"),a copy of which is attached for your ease of reference,to be circulated to members of the media at a press conference held on or about the same date;

2.2 the press statement was issued in relation to the detaining of our clients under the security Act; and

2.3 the information contained in the press statement was in fact subsequently published in the local media;


3. Our further instructions are that, in so far as our clients are concerned the allegations in the press statement are wholly false and untrue. The said said allegations further give rise to inter alia the meanings also flow from the press statement in relation to our clients.

4. By reason of the above,you have,in both your official and private capacities,defamed our clients. In this regard, we rely on the publication and/or by you orally during the press conference for which purpose the press statement was circulated.

5. In view of the foregoing,we are instructed to and do hereby demand that;


5.1 within forty-eight (48) hours from the date of this letter:

a.you forward us undertakings in writing to desist from making, publishing or otherwise broadcasting any similar allegations of our clients;

b. you forward to us a draft apology and retraction should be issued in both your official and private capacities;and

c.you nominate a sum as to damages to compensate our clients, such damages to be paid upon terms and conditions as may be imposed by our clients;and

6. Take notice that in the event any of the foregoing demands are not complied with, our firm instructions are to take such further steps as we consider necessary to secure our clients interests without further reference to you.

7. Take further notice that in the event we are compelled to commence legal action, our clients' claims will in no way be limited by the foregoing.
