EKL Rules... Arbitrator's ruling is final.
Coaching is allowed only during the 10-second time out. Calling for a time-out during play will result in a penalty. Also, Coaches may call a time-out for an arbitration, which will be handled in a respectful, polite manner. Other than that, Coaches are not allowed to say anything. Any loud, rude, obnoxious attitude toward a judge, instead of a respectful and polite arbitration, will result in a penalty and possible ejection of the Coach and possibly the disqualification of the player. By allowing coaching during the 10-second time-out, which in many fights will end up being 2 time-outs (one called by each side), this gives you a chance to coach your student and also allows you to arbitrate, on the spot, any calls that you do not understand or feel are not being called correctly. Once again, all arbitration must be done respectfully. Once you leave the Coaches' Box you cannot return during that match. You will be penalized if you let team members or associates gather within 3' of the coaches' box. Everyone is welcome to cheer from the spectator area, but encourage your people to do so respectfully, as to encourage players, not belittle others.

Fines/Suspensions - for anyone breaking the rules. This includes using profanity and being disrespectful or threatening to others.

Age - Must compete the entire season (2002-2003) at the age you are or will be at 12:00 a.m. on January 1, 2003.
Belt Rank - Must compete with the proper color belt worn for the division he/she is competing in and at that rank in all divisions.
Sequence - Luck of the draw (regular season). During EKL Nationals, players will be seeded according to their rankings.

Forms Time Limit - Up to three (3) minutes per performance is allowed from the time the player enters the ring or music starts, whichever is first.
Weapons Specification - Weapons must be authentic to martial arts and must be protected from sharpness.
Weapon Breaks - Player has five (5) minutes to replace it with the same or a different weapon, or can complete the form with the broken weapon without penalty.
Self Defense - TRADITIONAL, CONTEMPORARY OR A COMBINATION.
Restarts - Underbelts receive no penalty for the first restart. Black Belts receive no score.
Ties - Both players compete again with the same or a different form and will be rescored. Second ties are broken by Judges' show of hands.
Scoring - Underbelts 7.50 to 8.00 (7.75 average) - Black Belts 9.50 to 10.00 (9.75 average) - Black Belt Finals 9.90 to 10.00 (9.95 average)
Finals - The performance must comply with the division that was won, except music may be added to any contemporary form (routine).

Sparring Safety Equipment - Mouthpiece, groin cup (males), hand, foot, and head gear is required. Cups cannot be worn outside the uniform.
Contact - Definitions:
No contact - Techniques within a four (4) inch zone.
Moderate - A slight penetration of opponent, no blood.
Touch - A very light touch, no blood.
Excessive - Extreme penetration of opponent, swelling, redness or bleeding.
Light - A very slight penetration of opponent, no blood.
Underbelts must use either "no contact" or "touch" (the individual player's option) to score to the face area. "No contact", "touch" or light" (the individual player's option) to score to the rest of the head areas and the groin area (if allowed), and "no contact", "touch" or "moderate" contact to score to the body scoring areas.
Black Belts must use either "light", "touch" or "no contact" (the individual player's option) to score to the head and groin scoring areas, and "no contact", "touch", "light", or "moderate" contact to score to the body scoring areas.
Techniques - Allowable techniques include all kicks, punches, backfists, knife hands, ridge hands, sweeps to the back or side of the lower front leg, grabs up to three (3) seconds, spins and aerials. All other techniques are illegal. Eye contact must be made with technique contact.
Out of Bounds - Out of bounds is when neither foot is inside or touching the boundary line.
Forced Out vs. Running Out - A player is not penalized for fighting out or being forced out, but may be penalized 1 point for running out to avoid fighting.
Time-Out - A player or coach can call one time out per match for up to 10 seconds when play is already stopped.
Coaching - Allowed from coaches' box only. Once you leave the box you cannot return during that match.

Point Sparring Scoring Area - Head, face, ribs, chest, abdomen, kidneys, and groin.
Scoring - 1 point for hands; 2 points for kicking techniques. (Kicks are only 1 point for groin kicks and 1 point when either player is down)
Point(s) and Penalties - A point can be given to one player and a penalty point to the other player at one calling, thus giving a player two scores when points are called at a break. However, a point and penalty cannot be given to the same player by one judge.
Number of Points to Win - The player with the most points after two (2) minutes playing time.
Ties - Result in "Sudden Death" overtime.
Time Limit - Up to two (2) minutes running time.
Downed Opponent - Players have 3 seconds to score when one player is down. Any kicks to the head, or punches making head contact, to a downed opponent are illegal. Focused (no contact) head techniques can score. (All techniques are 1 point in downed fighting.)
Penalties - Illegal contact, illegal techniques, contact to non-scoring areas, hitting after call to stop, out of bounds, dropping to the floor mat to avoid fighting, and unsportsmanlike conduct are subject to penalty points or disqualification by the Center Referee or with a majority vote by the Judges or Rules Arbitrator.
Judging Error - A judge making an admitted error may immediately change the error before the next play is started.
Injury - The Center Referee or Medical Personnel may prohibit player from continuing due to injury.

Team Fighting Sequence of Teams and Age Grouping (If there is age grouping) - Fight youngest to oldest, if not, lightest to heaviest.
Amount of Points to Win - Total points of all matches.
Ties - Result in "Sudden Death" overtime in the last match only.
Disqualification - A Team cannot be disqualified for the disqualification of one of its players (unless it is for poor sportsmanship). If a member is disqualified, the match is ended with the victim receiving 2 points or a score of 2 points above that of his opponent's score, whichever is greater, for the match.

Continuous Sparring Scoring Area - Head, ribs, chest, abdomen, and kidneys, no groin.
Scoring - One (1) point hands, two (2) points for kicks. Tie- Sudden Death Point Sparring, Continuous Rules.
Judges' Score - Two Judges keep a point tally for one player and two Judges keep a point tally for the other, play is continuous. After the first round the Judges will rotate their positions and tally points for the opposite player for the second round. Contact - No contact to the face.
Time Limit - One (1) minute / two 30 second rounds.
Downed Opponent - When either player is down, the play is stopped and reassembled.
Penalties - Three (3) point penalty for moderate contact to face. Two (2) penalty points for more than three hand techniques; touching the face or hitting after call to stop; one (1) point penalty for contact to nonscoring areas; illegal technique; running out of bounds; etc. and disqualifications are given out by center referee only.
