IRS theft to increase

Last year the agency’s (IRS) mission statement -- “to collect the proper amount of tax due” -- was replaced by: "Provide America’s taxpayers top-quality service by helping them understand and meet their tax responsibilities and by applying the tax law with integrity and fairness to all." IRS Commissioner Charles Rossotti (Quoted from The New York Times, by David Cay Johnston, Feb. 12, 2000)

God, if this isn’t a bunch of crap. No wonder I haven’t received an answer from Rossotti regarding my letter to him concerning Wal-Mart Stores, Inc. withholding from my remuneration illegally. The man hasn’t the faintest idea of what the IRS is or what it’s function is.

First, let’s get one point clear. One cannot evade what one doesn’t owe. What Rossotti fails to mention is that ‘taxpayer’ does not mean the same as tax payer (notice the ‘space’ between “tax” and “payer”) or that no American citizen with domestic earnings only owes any tax in the form on the so-called ‘income tax’. The Constitution, Supreme Court rulings, and the USC is quite clear on this if one reads them.

Second, the IRS is not an agency and never has been. If you don’t believe this, then look in 31 USC, Chapter 3, page 7, and you will not see it listed. Then, find a copy of Treasury Order 150-06 and it will tell you the IRS is nothing more than the Bureau of Internal Revenue of Puerto Rico or the Philippines renamed. (Copied from the order: “1. The Bureau of Internal Revenue shall hereafter be known as the Internal Revenue Service.)”

Not only did G. K. Humphrey, the then Secretary of the Treasury, try to turn a pure trust into an agency, he did so without the approval of Congress or the President - and - without the public even recognizing the scheme in progress to defraud the citizens of this nation.

Here’s a kicker for you. Even if there had been an Act of Congress, it would not have mattered one whit. You see, an Act of Congress, unless listed in Article I, Section 8 of the Constitution, only applies to federal jurisdictional areas. These areas are only the District of Columbia, possessions, and federal held properties, such as military bases.

What is not included under any act of congress is the 50 states making up the union. They do not fall under federal jurisdiction. But, of course, the federal government and all those profiting from its illegal actions, fail to tell the American public this fact.

Having written the Commissioner of the IRS, Mr. Charles Rossotti, a letter on December 9, 1999, I never really expected to receive an answer. And - I didn’t - at least, not from him.

A letter was received, however, this date from the Internal Revenue Service in Kansas City, Missouri. It was a form letter, #3175 (SC) (rev. 12-98) and signed (for multiple copies, not individually) by Nancy Jones, Chief, Examination Branch.

Other than the body being roughly 50 percent implied threats, the only factual statement was: “The Internal Revenue Service does not have the authority to change the tax laws.” So, I ask - Why does it change laws with impunity?

Tax laws state clearly when one learns the proper definitions of applicable terms that citizens of the 50 states are not subject to paying income tax, nor to filing when having domestic earnings only. Actually, there isn’t even a form for any citizen to file unless they essentially declare their income as “wages”, meaning the citizen personally lies about the source of his earnings and states his earnings are ‘gross income’ as defined in the code.

Or, unless they are required to do so because of ‘privileged’ (foreign source of income from a tax treaty country) earnings in excess of $70,000 per annum (1999) ($76,000 for the year 2000). Then, Form 2555 is required.

Now, it is clear most people don’t believe any of the above. But, those who don’t believe have never read the actual laws, nor the origin and purpose of the IRS, nor the Constitution, nor the Supreme Court rulings which have dealt with this matter. But, that doesn’t change it. Citizens at home do not pay taxes. Foreigners and District of Columbia residents do.

That is factual. The crap the IRS and government puts out is not. It is all pure fabrication designed to do exactly as it has been doing since 1944, steal the earnings of American citizens.

And, now, Clinton, the cigar-sticking, licking president, has decided the IRS needs more money to help it in its theft of citizen’s earnings. He proposes to increase the funding to help get to the evaders of direct income taxation. No matter the technical definition, if you are forced to pay directly from your income, it is direct taxation. And, also, a laying of tax prohibited by the Constitution for the union of States.

The man utterly disgusts me now. What does he care about the people of this nation with his retirement as a former president plus the $20 million or so he has whacked away?

And, even though we have a primary going on, which will have as an issue taxes (they all promise to lower but why is it the amount of time we work each year to pay keeps going up?), none of the candidates are willing to speak the truth, nor talk about Clinton and others in government wanting more money for the illegal operations of the IRS.

As a matter of fact, it is more as it was following World War II and the cessation of the Victory Tax (but not the fraud which continued on to this day) when the attitude of government was - “Hey, why not? It will just give us more money to squander and more for us personally. So, why fight it? Besides, it will give us more control. Why should we care if it amounts to stealing the earnings of the people of this nation? After all, what are they to us except pawns in our games of politics and power that we play - kind of live chess pieces that we move as we will.”

And, now, just add on to update it: “So, go to it, Bill. We’re behind you on this idea. We may even apologize for being so mean to you before.”

Be coerced. Be controlled. Be terrified. That is the quest of the IRS and of the government that backs it. It is supposed to be our government but is not. It is acting independently without any restraints as intended in the Constitution.

It is allowing an organization to steal from people. No, not allowing - rather - Helping them steal from the people of this nation. The federal government backs an organization that has ruined thousands of lives and stolen trillions of dollars along with huge amounts of property not due it in the form of taxes.

If Clinton gets his way (which he surely will since no one is paying attention except those in government), the government will be giving them more money to operate with.

Quite a racket. Steal from the people and then use the stolen money to steal more. It means tremendous profits for themselves and the Federal Reserve Bank, the private company tied in with the fraud being committed.

Don’t you realize, Folks, that your being afraid of the government (and the IRS) is the best indicator there is that it has exceeded the authority of the Constitution and the limits placed on it?

Why increase the forces used to collect? Isn’t the only logical reason that far too many citizens are finding out the truth in the laws and not “voluntarily” complying with misinterpreted and misapplied statutes?

Darn it but the abuses of the government suck. I wish our forefathers would rise from their graves and lead as they did before. They were great men of principle who said what they believed and behaved as they believed. Too bad we don’t have any comparable to them in leadership roles as we enter a new century and millennium.

The lack dooms us to servitude.
