Leonard Herbst PE CCE MBA is a project management consultant with over twenty years of engineering / computer / construction / general project management experience.

Mr. Herbst has worked on a variety of projects encompassing engineering design, economic evaluations, permitting, technical specifications, contract development, contractor selection and construction management.  Mr. Herbst has excellent interpersonal, organizational and computer skills.

CSC CONSULTING: Consultant (1992 to Present)
Since founding CSC CONSULTING in 1992, Leonard Herbst has been retained by clients to perform a wide variety of assignments.  Highlights:

  • CONSTRUCTION CLAIMS: Performed cost and schedule analyses for the mediation and litigation of a $68M construction claim.  Wrote interrogatories.  Briefed lawyers and expert witnesses.  Managed all documents and exhibits.
  • CONSTRUCTION MANAGEMENT: Developed and monitored the cost and schedule for projects including: a $30M subsea pipeline; a $12M compressor expansion; the hookup/commissioning of two offshore oil platforms; and numerous process plant maintenance turnarounds.  Analyzed and negotiated Change Orders.  Coordinated procedure and drawing updates.

ASL CONSULTING ENGINEERS: Engineer II (1990 to 1992)
Participated in permitting, design and bidding of public works projects.

  • WATER SYSTEMS: Developed contract documents, construction specifications, schedules and cost estimates for water systems.

EXXON COMPANY U.S.A.: Senior Engineer (1981 to 1990)
Initiated and implemented many projects involving the design, construction, operation and maintenance of process facilities.  Interfaced with agencies, engineering firms and contractors.  Highlights:

  • VALDEZ OIL SPILL CLEANUP: Coordinated work scheduling and regulatory interfaces for a five-hundred person Cleanup Task Force.  Lead joint Exxon/Agency shoreline assessment team in following year.
  • CONSTRUCTION MANAGEMENT: Performed cost, schedule and claims management for a $64M subsea pipeline and a $36M subsea power cable.
