Did The Solution solve your problems? : Yes. Gave the fan a few blasts of compressed air, turned on the laptop and thought it was dead. It wasnt though, just so quiet Id forgotten how it should be.
What were your temps. before & after the fix? : Before it was about 59C when idle and about 75C when being used fully. After blowing out the dust Im sitting at 34C when idle and so far havent broken 40C.
Will you buy from Dell again? : Laptop? Hell no. Other peripherals maybe but desktop/laptops, no thank you.
Additional Comments... : I gave the laptop about 5-10 blasts from the rear, 3 or so from the side and one from beneath. I kept giving it short blasts till there was no more dust to be seen. Good to have my laptop back as it should be. Now well see if performance returns.

Did The Solution solve your problems? : Yes and no. Yes, the laptop will survive for a longer period of time without additional cooling, but it will still crash eventually.
