BACKGROUND AND HISTORY

The Institute of Developmental Education and Services, Inc. (IDES) is a labor education and training center that was formally established in 1983 by labor leaders, religious people and professionals to answer the needs of workers in Metro Manila and nearby towns with regards to labor and trade union education.

In 1983-84, IDES concentrated its services in the areas of Marikina, Quezon City and Central Mani la; Marikina, Cainta, and Taytay in 1985-86; Marikina, Pasig, Mandaluyong in 1987-88; and from 1989 up to present, IDES prioritized the areas of Marikina, San Mateo, and Montalban. Other areas are considered being the second priority.

There was an evident need then to assist workers in their trade union organizing work through education and training work. As such, trade union leaders had to undergo theoretical and practical skills training founded on the principle that workers themselves undertake self-organization and struggle for their rights and welfare including their struggle for a society where workers have a decisive role in the formulation and implementation of national programs and policies affecting their interests.

However, IDES was formally registered only in July 16, 1993 as a non-stock, non-profit and non-government organization. Moreover, IDES was determined to help in raising workers Awareness, in increasing their capability to assert their rights, promote their welfare and strengthen their movement towards social transformation that addresses inter-linking inequities such as class and gender.

The Day Care Program which was implemented in 1989 as an extension of IDES services to workers' children, to assist working parents in the care of their children in order to participate in pro duction and organizing work. Since the Day Care Program was already funded and managed independently, it was eventually allowed to operate on its own in 1992.
