Special Police Report #777
Cosplay City's Most Dangerous Menaces

I won't lie to you folks - despite the sharp decrease in violent crime since the election of
Mayor Light, there are still a few superhuman menaces that plague our city from time to time. What follows is a report on the most dangerous individuals and groups in our city.

The Moto Mutant Gang

Our city's answer to Hell's Angels. These punks ride about the city wreaking havoc and terrorizing the citizens.

Each member of this gang rides a bestially-themed motorcycle outfitted with machine guns. In addition, each Moto Mutant is armed a medieval weapon of some sort - usually a battleaxe, mace or sword. They have also been known to employ grenades and other explosive weapons. They are exceptionally hardy and can withstand more physical punishment than the average person.

While they owe no allegiance to Dolmeck, the Moto Mutants still fear the Lord of Darkness and defer to him whenever he or his minions are present.

Death Star

Dolmeck's personal assassin and one of his many paramours.

Death Star is a competent hand-to-hand combatant and marksman. She is armed with a submachine gun and hand grenades.

The Jewel Princess

During the day this woman works as a jewelry store proprietor; but when night falls, she stalks the same beautiful young women who patronize her store.

Concealed in every piece of jewelry sold to  potential victims is a small tracking device which allows the Jewel Princess to locate them as they sleep in their beds. Once she locates her quarry, she breaks into the victim's home and kidnaps the unfortunate girl. What happens after that is still unknown. To date, none of the women kidnapped by the Jewel Princess have ever resurfaced - dead or alive.

While she owes no allegiance to Dolmeck, the Jewel Princess, like many of the city's criminals, still defers to him.

The Jewel Princess has the ability to telekinetically manipulate the diamonds ensconced into her skin. She can use these stones offensively as high impact projectiles. It is believed she also has the ability to absorb diamonds into her skin to replace those expended in this fashion.

The Virtual Hacker

Another free agent within the city's underworld. Like the Jewel Princess and Moto Mutants, Virtual Hacker swears no allegiance to Dolmeck. But like the rest, he would never risk to defy the Lord of Darkness.

The Virtual Hacker possesses the ability to create a small pocket dimension. Within this dimension, he controls everything that is perceived and can entrap anyone or anything within the confines of this prison.

In addition, he can use his wires to entangle and attack his opponents with high-voltage electrical shocks.

Saline

A popular singer at a local night club. Saline directly works for Dolmeck as a capsule distributor.

At the end of every performance, Saline always throws her microphone into the crowd. Concealed in every one of these microphones is a capsule - a tiny vial & hypodermic needle containing a powerful mutagenic agent. When injected, these capsules produce random mutations within the recipient - effectively transforming him or her into a superhuman monster - and another terror our city has to deal with.

Saline is a competent hand-to-hand combatant and is proficient in the use of knives. Another weapon she employs are explosive microphones which function like hand grenades.

The Scavenger

Our resident mad bomber. This psychopath is fond of blowing up buildings and large areas of the city - often demanding a hefty ransom while he's at it.

The Scavenger is a competent hand-to-hand combatant and is always armed with an assortment of grenades and other explosive devices.

Gene

The leader of an all-female quartet of freelance sneak thieves.

Besides being exceptionally strong, Gene is an expert hand-to-hand combatant and is proficient in the use of knives and firearms.

Yasha

According to local historical records, there was once an amusement park named Samurai Park where a section of downtown now stands.

Yasha is a robot who gained sentience when the park was closed and she and the other robots were abandoned. Bearing a grudge against humanity, she now seeks revenge.

Yasha is a master swordsman and is armed with a katana. She possesses the ability to superimpose her domain, Samurai Park, across the space-time continuum over the section of downtown where the amusement park once stood. In addition, she can telepathically  command all of the Samurai Park mannequins as well as remotely observe any location within the park.

Scorpion

This sadistic woman is the boss lady of Con Island and the leader of the Thug Hunters. Under the guise of a covert vigilante organization, the Thug Hunters go about the city capturing known and suspected gang members.

All captives are taken to Con Island where they are pitted in gladiatorial fights against the three toughest Thug Hunters. Those who survive are given the option of joining the Thug Hunters. Those who refuse this final offer fight Scorpion herself. To date, nobody has ever survived a match against her.

Scorpion is a master hand-to-hand combatant and is adept in the use of blades. She also possesses an exceptional healing factor that allows her to survive and recover from injuries that would kill the average person.

The typical Thug Hunter is armed with a submachine gun loaded with stun bullets. The Thug Hunters always make an effort to capture their targets alive.

The Gold Digger

This greedy woman is obsessed with hording gold and will stop at nothing until she owns every last bit of gold in the world.

The Gold Digger is armed with two submachine guns which she is capable of wielding ambidextrously. Both guns are loaded with gold bullets, which she can make harder than diamond through some unexplained phenomena.

The Gold Digger recently stole a powerful device known as the ISRM (Instant Space Removal Machine). The ISRM facilitates her heists by allowing her to teleport into vaults and move massive quantities of gold. The device can also be used offensively - teleporting anything it is aimed at to a predetermined or random location.

The Peeping Spider

Dolmeck's spy. When he is not spying for the Lord of Darkness, he is usually engaged in voyeurism.

The Peeping Spider's cybernetic enhancements grant him powerful stealth capabilities such as invisibility. His cybernetic eye grants him x-ray vision and enables him to detect electromagnetic disturbances among other things. His primary weapon is his web spinner, which can produce sticky, nigh-indestructible webs.

The Black Maiden

Dolmeck's right-hand. Wherever the Lord of Darkness goes, the Black Maiden is never far from his side.

The Black Maiden is dependent upon the life support system built into her nigh-indestructible suit of cybernetic armor. This suit is also outfitted with a pair of wings which enable her to fly.

The Black Maiden possesses powerful telekinetic and teleportation abilities.

Dolmeck - The Lord of Darkness

The grandmaster of corruption within our city. Despite his fearsome reputation, very little is actually known about him or his agenda. Apparently, he seeks to rule the city - however several unconfirmed rumors suggest he has a bigger, more far-reaching objective.

The full extent of Dolmeck's abilities is unknown. It is assumed he possesses superhuman strength due to his massive size.

All of the individuals and groups detailed in this report are considered extremely dangerous and should not be approached. Should you see any of them, contact the Cosplay City Police Department immediately. Should you be cornered by any of them, scream at the top of your lungs and pray Cutey Honey or one of her allies hears you.
