- Web Owner Under the Age of 18 Years Old
- Commercial Sites or Those Requiring Payment of Any Kind

Rating Criteria
Content: 30 points
- Interesting
- Informative
- Well organized
- Well written
Design: 30 points
Layouts that are pleasing to the eye.
No loud or bright colors to distract visitors.
No broken images or "under construction" signs.
No broken links.
Mute button for all music
Graphics: 20 points
Original graphics that are appealing to the eye.
If using another's graphics, a link to owner must be provided on page in use.
Backgrounds do not clash with the text.
No annoying animation, be it in the form of - animated cursers, text, etc.
Navigation: 20 points
- Navigational links on each page.
- "Top" links provided on long pages.
