I find that it is a wise descision to take all of Austrailia and Siam and
fortify them when the game starts and if you have to take other
territories in the rotation when you fortify (this part is up to you)
leave the other territories (anything other than Austrailia and Siam)with
one army.But heavily fortify Siam and have at least two armies in all the
territories of Austrailia.
