August 2002 Minutes:
Meeting Date: Tuesday, August 27, 2002 Meeting Time: 7:00 pm Location: Perry Township Hall, 3111 Hilton Street Attendees: Royal Odell, Betty Odell, Craig Chessler, Anne Unklesbay, Darlene Catazaro, Beth Odell, Verne Beddell, Terry Hosner, Mark Dreyer, Debbie Dreyer, Anne Feczko, Greg Feczko, Martin Zuwacky, Dave Waikem, Nancy Waikem, Gary Coates, and Pat Anthony. Meeting was convened at 7:00 pm. Secretarys Report: The minutes were read in their entirety and approved by members of the Association. The Secretary of the Association will be Pat Anthony, co-owner of Morries Place, located on Lincoln Way. Treasurers Report: There are now 15 charter members of the Association. The Golden Circle Credit Union account has $529.00 in it. Adopt-a-Highway: The August 10, 2002 clean-up day was a success. Verne Beddell has prepared a summary of the participating businesses, volunteers, problems and positives. Rather than reiterate his information, the summary will be incorporated as part of these minutes. This clean-up day was done in Section 1 of Lincoln Way. In addition to the summary provided, Sherwin Williams donated the painter hats instead of Fiest Hardware. Thank yous were sent on August 19, 2002 by the management teams. A real big thank you to the Perry High School Soccer Team and Coaches who brought 22 volunteers, and to the Central Catholic High School Tennis and Track Teams! There were also volunteers that were not from Perry Township. There were about 60 volunteers total. This is going to be an ongoing project with dates to be announced from time to time. There were Letters to the Editor in The Repository and Independent. National Volunteer Day is October 26, 2002, which will involve Section 2 of Lincoln Way, which is Genoa to Perry. Several buildings will be involved, which are the original part of Reedurban, are going to be cleaned and painted. The buildings are Self Jewelry, Handy Andy, and the Malta Hall building. The Association would like to incorporate the Ohio Bicentennial logo, the Erie Canal logo, and the LWCA logo (not yet created), as possibilities, on the Malta Hall building. The Association is going to meet on Friday, September 13, 2002, with the Bob Lichty of the Classic Car Museum and Lincoln Highway League to discuss the design. More at the September 24, 2002 meeting. Waikems is bringing 15 volunteers. Community Hotline: Community hotline is called The Linc. The new telephone number is 330-649-0288. Advertisements will support The Linc. Website: There is a website for the LWCA. It is www.oocities.org/lwca2002. It has interesting information and a faqs page. Other: An interesting question was brought up, but not answered: Why is the street called West Tucscarawas in Canton, and Lincoln Way in Perry/Massillon, when the Tuscarawas River is in Massillon? Internship Project: LWCA has been provided with two interns from the University of Akron, Department of Geography and Planning. Their names are Sunghi Kim and Insun Buyun. They are in the process of completing their Masters degrees in Urban Planning. The interns will complete for LWCA is a parcel data map (PDM). The PDM will be completed from the use of public records, and will include parcel ownership, value, right of way data, boundaries, an aerial photo, and other information to be determined if necessary. LWCA is looking into a grant to pay the two interns. There is a list of properties on site that is catalogued by Craig Chessler. Persia Property: The front of this property in question faces Persia Circle, and the back of the property faces Lincoln Way. This was brought up in the August 21, 2002 meeting. One current issue in this district is the recent conversion of a property on Persia Circle from residential use to commercial use. The property faces Persia Circle and the back is on Lincoln Way. The back yard was recently covered with gravel, traffic cuts created and trailers are being offered for sale. Some residents have expressed a concern to association members about this conversion. The property owner has applied for a permit for the traffic cuts with ODOT, the permit has not been approved at this time. A discussion occurred regarding what issues the association should address in such instances. It was decided that the association should inquire of the zoning department regarding land use and of ODOT regarding access to the state route. Craig Chessler volunteered to gather information regarding the property available throughout the township. It was decided this issue would be pursued further at the August meeting. Chris Messenger is the permit manager for ODOT. Joe DeFuria is the traffic engineer for ODOT. The enforcement code for ODOT is not very strong, and the public needs to be more aware of the regulations. ODOT is going to present a program to LWCA on Tuesday, September 24, 2002 at 6:30 p.m., and there will be a question and answer period afterwards before the regular LWCA business meeting. Next Meeting: The next LWCA meeting will be Tuesday, September 24, 2002 at 7:30 pm after the ODOT presentation at 6:30 pm, at the Perry Township Hall located at 3111 Hilton Street, Perry Township. Meeting adjourned at approximately 8:00 p.m.
