The concept is/was to determine who has jurisdiction over what along the Lincoln Way Corridor as it passes through Perry Township and, eventually, put such information as developed into a written format.
Question: Who has jurisdiction over the street as to its repair?
Answer: Ohio Department of Transportation (ODOT).
Q.: What about the markings on the street?
Ans.: ODOT.
Q.: What about sewer mains and hookups?
Ans.: ODOT, a tap in fee is required for hooking up a sewer line.
Q.: What about driveway maintenance directly abutting the street? Road opening permit?
Ans.: ODOT
Q.: What about sidewalks?
Ans.: Maintenance is the responsibility of the property owner.

Q.: What is the status of the business property maintenance code?
Ans.: It remains in the formulation stage. The Perry Township Trustees are conducting a search for a half time zoning inspector for the commercial code. A monetary appropriation is being placed into the 2003 yearly budget. The budget hearing will be held in late December, 2002 and county approval is required. Therefore, no further work on the code will be done until the inspector has been hired and is in place.
Q.: How much business property do absentee landlords own along Tuscarawas West/Lincoln Way East ?
Ans.: Some. An example is the vacant land up for sale that is adjacent to the Sonoco gas station. The owner lives in Virginia.
Q.: What properties are governed by grandfather clauses?
Ans.: Unknown.
Q.: Does Stark County have any jurisdiction along the Lincoln Way Corridor?
Ans.: No, only the State of Ohio-ODOT and Perry Township. However, Stark County has the responsibility of taking traffic counts along Tuscarawas West/Lincoln Way East. This is the Stark County Area Transportation Survey (SCATS).
