This intentional use of a free homepage as storage is not in accordance with netiquette, or to say it more vaguely: prohibited, not just in GeoCities as well as by other free hosts, such as Tripod, Xoom, etc. One only has to read and understand the member guidelines before signing-up.
Incidentally, you could not upload exe files into your GeoCities homestead. The security features of GeoCities disabled this feature, thus unfortunate for readers of Peczon's article that they were made to believe that in GeoCities you could upload your browser into your directory or your address book software.
