Changeling
Queen Laurel of the Kingdom of Northern Ice
Caer Frost
Sitting in the midst of a vast glacial plain, the only trods to its gate winding past chasm and shattered ice, the battlements of Caer Frost rise in a splendour that few can match. With walls carved from the Northern Aurora, Caer Frost is one of the most wonderous sights many kithain will see in any lifetime. The Palace Guard, mounted upon massive white Riding Bears, spears with banners snapping in the wind which rushes down from the Pole Star, constantly patrol the Palace Grounds, their armour shining with midnight stars and paws crunching through frozen snow. Few kithain ever see the palace gates, and fewer still gain audience within.

Queen Laurel is easily the most passionate and tempestuous of Concordia's monarchs. She is loving and nurturing one moment, then cold and aloof, then fiery and resolute. All these personality changes are made well within the confines of a strong Seelie persona, however.
Laurel is, perhaps, Concordia's most potent monarch. She is both brilliant and inspired in her leadership; she also has the distinction of being the most accomplished of sorceresses among Concordia's first tier leadership. Even High King David Ardry exercises little control over her. Speculation about her is a favourite pastime among the fae of Concordia. Her roller coaster love affair/arranged marriage with the "Shadow Court" lord Duke Rococo, is of special interest. Queen Laurel is also considered a singer of near-legendary talent among the sidhe (a high honour indeed). She is a grand diva and part owner of a major Canadian metropolitan Opera company.

Although the sidhe of House Fiona are considered flighty at best by most other nobles, they still have a natural aptitude for political power. They seem to regard it as some sort of game. Despite its political aptitude, House Fiona rarely uses its power offensively, preferring instead to maintain a strong defensive position within a stable status quo. Geographically, House Fiona holds far more land than any other House in Concordia. Its power extends over three kingdoms, ruled by a triad of three powerful women. Most powerful of the three is in the Kingdom of Northern Ice, ruled by Queen Laurel, which includes all of Canada.
[Nobles: THS p43]
Wild, stormy and unpredictable, the Kingdom of Northern Ice is much like its regent, Queen Laurel. This is the largest of the Kingdoms in Concordia and spreads out over all of Canada. The Dreaming here is a constant turmoil of great storms and continuous snowfall. Much of the Dreaming here is covered in ice. The sky is usually the same slate blue and grey as the eyes of the queen. The fae of this kingdom tend to be a hardy, independent, and unpredictable breed. This unpredictability is increased by the queen's imminent wedding to Duke Rococo of the Shadow Court.

Assassination as a means of attrition is all too common amongst the sidhe nobility since the Resurgence. The most recent assassination attempt was against Queen Laurel, of the Kingdom of Northern Ice. While considered unassailable in her wintery stronghold, the queen was less guarded as she traveled to meet with High King David at his court of Tara-Nar. Kithain assassins, aided by powerful Arts, descended upon her caravan. She barely survived the episode and her assailants disappeared without a trace. The identity of these assassins is a subject for wild speculation by all kithain in the kingdom. Everyone has a theory. Some Modernists in the Parliament of Dreams accuse the Beltaine Blade, though many write their accusations off as Ranter propaganda. Most of the blame for this attempt is cast against the "Shadow Court."

The "Shadow Court Lord" Duke Rococo of House Ailil, betrothed to Queen Laurel, has suffered difficulties of his own in recent days as well. His summer home in the Rocky Mountains was recently destroyed by an attack - it is believed that he was the intended target, although his absence guarenteed his survival. The attackers were described by survivors as "misshapen wolf-men", and so either dark pooka or even the skinchangers are suspected to be behind the assault. High King David Ardry has charged a special band of Red Branch Knights with bringing those responsible for the massacre to justice.

Rococo is not only consort to the Queen, but her Chancellor as well, speaker for her in her uncommon absence.

Queen Laurel of the Northern Ice The Queen and her Betrothed are not the only inhabitants of Caer Frost, of course.
Count Elias ap Fiona, royal scribe, is a sidhe of stark and wild majesty. His hair is the long, pure white of endless ice; his eyes shine with the crystal grey of the northern sky; his leathern garb is the sharp, frosted green of the spring tundra. Chained to his left wrist with a chain forged of childhood hopes is The Book, in which he scribes the history of Caer Frost, and all within it. Count Elias makes point of meeting in person every guest to Caer Frost, and so it perhaps the one face best truly known by visitors from the rest of Concordia.

Countess Miriam ap Eiluned is the chief herald of Caer Frost, and guides the other heralds in their duties, as well as acting often as the voice and her chancellor. A master of Wayfare and sovereign, this sidhe has a dark and dusky beauty renowned throughout the Kingdom, paled only by the Queen's own grandeur. Countess Miriam is heard more often than any other resident of Caer Frost.

Count Gladring of Stormholt of House Fiona is a trollish herald, and an oath-friend to Llewllyn, the captain of the guard. Some say the two are kin, 'though none have kenned evidence in Llewllyn of faerie blood. Gladring's immense frame and ebony skin like polished stone are very imposing against the backdrop of Borealis and Ice, where he greets visitors at the gates to Caer Frost, flanked by twin bear-riders.

Quentin, vassal to House Eiluned, boggan, is the personal servant to Countess Miriam ap Eiluned, and also serves as a herald to the court at large. He is small, but tough and wiry, and has survived many nights travelling alone across the fields of ice which surround Caer Frost. Always with a smile athwart his lips, he seems to be enjoying a secret at your expense, but is both efficient and reliable.

Lady Rowena of House Fiona, Knight of the Queen's Own and herald to the court of Caer Frost, is an eshu of note in the Kingdom of Northern Ice. Many is the missive in the Queen's name which is written in Rowena's flowing hand, swiftly delivered upon the wings of the north wind. Lady Rowena wears a fur cloak crafted from the skin of a gigantic wolverine; one which she slew herself while upon one journey in the Queen's name.

Thedora Eithnie, vassal to House Fiona, is the other eshu herald in Caer Frost. Still in her childling years, Thedora carries messages across the length and breadth of the palace, and is one of the few fae permitted to use the Art of Wayfare within its expansive walls.

Llewllyn, an enchanted mortal, is the captain of the guard at Caer Frost, and a thane in his own right. He leads the palace's elite Northern Cavalry, mounted upon massive white Riding Bears, and his huge frame and thick beard easily make the part. He counts many trolls his blood-friends, and is much loved by all those who serve under his command.

Richard Holland is a small beetle of a man, with thick round glasses and a deep brow, but he is perhaps the most effective steward that Caer Frost has seen, mortal or otherwise. Kin to the herald Quentin, he puts true boggans to shame with his creative efficiency and adaptation to new challenges. Rarely met, yet few at Caer Frost make such a difference in the daily life of the palace.

Sir Aericura of House Fiona, Queen's Own Champion, hero of Rolling Crest is a knight tall and proud. This stag pooka has a noble and heroic bearing to his countenance, 'though you cannot see his eyes for the half-helm which shields his face and brow. His antlers are woven about with stars, his sword is long and silver with moonlight at his side, though no moon can be seen beyond the dark and racing clouds above. He holds at rest beside him a long spear, from which depends the pennon of the Queen's Own Champion, who stands for the safety and the honour of Queen Laurel ap Fiona, sorceress, beauty, bard, Queen of the Northern Ice.
