Tunnel Hill

Module Description:

Sometimes, the shortest route between two points is blocked by a hill or mountain.
If the hill is not very wide, the railroad will usually just go around it, because digging a tunnel is expensive, and is only done where the expense of digging a tunnel can be justified by the efficiency of a shorter route. If a hill is not very high, the railroad may choose to remove the material above the tunnel, converting the tunnel into an open cut.

Of course, it depends what is above the tunnel. If the hill is very tall, or if there is a town above the tunnel, the railroad will not be able to "daylight" the tunnel.
