Who am I?

This celebrity bear is thinking  "no more hibernating for me as I'm off to see  Miami, and spend some time at the beach house".  He features a tie dye body material with a parrot embroidered on the front, and a margarita with a palm tree background  embroidered on the back.  He also wears a straw hat on his head.  By Jimmy, its party time!
