Once upon a time in a land of talking animals, the crime rate was sky high and the main group behind most of the robberies were a group of white horses called Zebras. The reason why these Zebras committed so many crimes was not know to the rest of the community. Lots of animals believed that these horses just liked getting caught, and did not think it was worth jail-time just to get caught. But no one could change the decision of these white horses. So to accommodate the joy that the Zebras felt for committing crimes, all of the larger animals, like the Lions and the Cheetahs, were the police. The main portion of their incomes came from catching the Zebras and throwing them in jail. The main job of the Lions was to catch the Zebras, because they were so large, and were so good at it -- the Lionesses anyway. The main job of the Cheetahs was to put all the Zebras in uniforms. Now, because their society did not have a lot of money, they saved money on uniforms by using wide, black electrical tape.

Everyday and every night was the same. The Zebras would commit crimes, the Lions and Lionesses would catch them, and the Cheetahs wrap the tape around them and lock them up in cells. Now, since the Zebras were the only animals that committed these crimes, and because the jails were so big, the policeanimals had enough room to catch every single Zebra in the community, and lock him or her up. By this time, they had become so efficient in their trade that by the next day, there were no Zebras to be found anywhere, except in the jails. For that simple reason, and because the main incomes of most of the animals in the society came from being policeanimals and animals related to criminal law, the Zebras were let go the very next day (pending trial of course).

Unfortunately for the Zebras, when the tape that the Cheetahs wrapped around them was removed, most of their fur came off with it. Not only was it painful, but it did not make them look very good besides. After one month, most of the Zebras looked totally naked, and when these almost totally naked Zebras had wide, black electrical tape removed from their naked skin, it was painful, and they released very loud screams when it was done. It was like having someone stick a sharp instrument through the bottom of their hooves and making them walk around like that for five minutes. It hurt that much. So one day, when the town-council had reconvened, a few of the spokes-zebras for the criminals entered and began to protest the treatment that they had been receiving for the past few years.

"Back in the past, they used to use every care and precaution in removing the electrical tape, and now it seems as though no one cares. The policeanimals just take the tape by one corner and rip until it's off, along with most of our fur!" The town council could hear protesters outside, the protesters' hooves beating against the dry ground loudly.

"So what is it that you are trying to propose?" asked one of the council members.

"We want to propose some way of finding money to purchase the appropriate uniforms so that we need not worry about losing our fur. Right now, every single Zebra in this community is totally without fur." The spokes-zebra demonstrated this by taking off the blanket she had wrapped around her body. Various decibels of gasps were heard from the council members.

"How much money is it going to cost for us to buy uniforms so we don't have to worry about losing precious fur?" asked another of the spokes-zebras.

"I'm sorry to inform all of you that the money just is not there to buy informs for the prisoners."

"We will not take this kind of abuse! We can just as simply stop committing the crimes that a majority of the economy is based on. Then there will be no money!" All of the Zebras began nodding and yelling, then they left the room and joined their other members in the protest.

News coverage of the Zebras was amazing for the next two days. No crimes were committed by the Zebras because most of them were standing outside of city all protesting the treatment of their precious fur. The economy began to decline, and the governor was becoming nervous so he called a town meeting. The entire community was standing either inside of city hall or outside of city hall waiting for the meeting to start, and wondering what the governor was going to say.

"Ladies and Gentleanimals, can I have your attention please?" the governor asked. The room was so crowded with animals that the temperature inside of the building increased by a huge amount, and the noise level was absolutely deafening. "Can everyone settle down please so we can get this meeting started!" he shouted. Slowly people began to quiet down so that he could speak in a normal tone of voice.

"The order of business for this meeting is the fact that the Zebras have stopped stealing because they feel they are being wrongfully treated by the Cheetahs' uniform handling. And because they have stopped stealing, it seems as though our economy is bottoming out. If we don't do something about this very serious problem, we are going to find ourselves in a major depression, and we are all going to be poor. Can the representative of the Zebras come forth, please, and state her business?"

The Zebra that had spoken so many nights before walked through the crowd and stood in front of the governor's table. "Mr. Governor, we Zebras are really angry with he way you are handling the arrests and putting us in jail. The food is great, the rooms are nice, but the uniforms are not that good." She took the blanket off of her body to show all of the animals how naked she looked without her beautiful white fur. "We only have so much fur, you know, and it takes a long time for it to grow back!" she shouted. "So what we are proposing is that somehow, some way you try to figure out a way to make the uniforms less of a painful ordeal." She wrapped the blanket back around herself.

"I have heard your complaint," the governor stated. Then he looked at the rest of the community taking up space in city hall. "I welcome any suggestions from the citizens and the criminals on this matter."

"How about keeping us the way we are? Let our hair grow back and never use that electrical tape again," suggested one member of the criminal community.

"We can't do that!" yelled one of the Lions. "There has to be some way that we differentiate those Zebras that are in jail from those that are not in jail. It would be extremely hard to tell the difference between the two without some form of uniform!"

"Criminals must be in black and white!" yelled one of the Cheetahs. "It's a tradition!"

"Why not give us real uniforms?" asked another member of the Zebra-criminal community.

"We just don't have the funds!" shouted one of the town council members.

The arguing rose up in the room as did the decibel level. The governor began to hit his gavel on the desk to get everyone to quiet down. "Quiet down please, quiet down!"

"Well, why not just leave the tape on?" said one voice quietly from the front of the room. Sound totally stopped when that suggestion made itself heard over all the other noise. "That way our hair won't come off, and it would save time between catching us and letting us go. Why bother taking the tape off of us when you know that we are going to end back up in jail anyway? Why must we distinguish between the two when we all steal sooner or later." It was a female Zebra that had made the simple suggestion. "It'll save money on buying electrical tape, too."

"Hey! That sounds like a good idea!" exclaimed the governor in thought while at the same time the policeanimals yelled, "Yeah!" and the Zebras shouted, "Excellent idea!"

From that day forth, when the policeanimals caught the Zebras, they put electrical tape on those they caught that did not already have tape on them. After a long, long time when the Zebras married, their children were born with the black stripes that the tape created on the adults. The Zebras no longer committed crimes, and money was not an important factor in the structure of the animal communities. They found that the stripes showed how different they were from regular horses, and it made them look classy and very formal, as if they were wearing tuxedoes!

The End
