Summary:

Quill now finds himself in the sewer after his skirmish with Justice (see Justice #25) and encounters one of the legendary alligators. Quill climbs out, amidst a sewer working crew. He shoves one down into the sewer to feed the alligator while he clubs the other one with his rifle.

Justice is spending his time at a Jewish funeral for Hugo, a.k.a. Creeping Crud, who was killed by a bullet meant for him (last issue, again). Angela tells Justice that she is going to visit Victor in the hospital and accepts his good-natured jest that what she and Victor have might be more than friendship. Justice then vows that Hugo's death will not go unanswered.

Quill is resting in a hotel room when the "Judge" calls, not at all pleased with his failure. The next day, Angela picks up a paper out of a wire waste basket, and notices a kitten underneath it, deathly still. She picks it up, wondering who could be so heartless, and cheers up when the kitten moves. She wonders why anyone would throw away a kitten just because of its deformed hind leg.

Justice gives an accurate description of Quill before returning to his room to put on his costume. Angela visits Victor with the kitten in her purse, and he comments on the kitten's listlessness. Justice looks for Angela, and runs into a new NSC recruit, named Rudy Leialoha. They have a friendly discussion about comics after Justice notes that he seems a little too old to be reading them. Rudy counters with: "...big talk from a guy with a lightning bolt on his chest," which Justice concedes as a good point before leaving.

Justice heads to Miriam's apartment to ask for her help to solve Hugo's murder. She asks for five minutes, to which he tells her she has all the time in the world and asks her to tell Chauncy, in the apartment as well, the same. They go through the crime scene where the police found the body, and Miriam finds a crumpled tissue getting a psychic impression of Quill. They then follow the psychic trail.

In the hospital Angela is asked -- by Quill, whose face is not known to her -- to answer a message left at the nurse's station. Meanwhile, Justice and Miriam follow his trail into the subway before losing the trail. Quill leads Angela out to the limo he has been using, saying he is from the NSC and that her father has been hurt. Angela picks up that this man isn't from the NSC when he fails to produce credentials. She manages to cry for help before Quill knocks her out and dumps her into the trunk with the dead limo driver.

Miriam says hello to Rudy "Shudderbug" Leialoha upon their return to NSC. Justice gets the codename confused until Rudy displays his power to create earthquakes. Chauncy then runs to Justice and gives him news of his daughter's abduction by Quill -- and news that if Justice does not surrender to him within 24 hours, Angela will die.
