Executive Summary

The Sorsogon Provincial TESD Plan for 2005-2009 is the response of the Technical-Vocational Education and Training (TVET) sector under the management of the Technical Education and Skills Development Authority Provincial Office to the Provincial Medium-Term Development Plan (2004-2010), within the framework of the National and Regional TESD Plans.

It discusses the vision and framework for TVET, assesses the performance of the TVET sector during the First Cycle Period (2000-2004), scans the policy environment of the Province, and from there sets out to lay the policies and strategies, key result areas and programs thrusts needed to move forward the TVET sector based on expectations of the National TESD Plan. Along this, the following are the program thrusts of the Plan per key result area:

Key Result Area 1: Access and Equity

  1. Equivalency within TVET and between Higher Education and TVET

  2. Scholarship and other student assistance programs

  3. Intensifying and expanding enterprise-based trainings

  4. Negosyong Agrikultura sa Eskwela

  5. TVET Programs for special groups

  6. Strengthening TVET governance

Key Result Area 2: Improved Assessment and Certification

  1. Improving quality of TVET

  2. Implementation of Competency-Based TVET

  3. Establishment of e-centers in TESDA institutions

Key Result Area 3: Enhanced Employability of TVET Graduates

  1. Institutionalization of Job-Skill Matching program

  2. Skills competitions

  3. Resource-based trainings for enterprise development

The projected investments of both TESDA and non-TESDA entities along the different programs and activities indicated in the Plan total to more Php188 million during the Period. Around 47 percent of this comes from TESDA, its two administered schools and the TESDA-PESFA/ADB Scholarship Program. The rest comes from non-TESDA entities including other government agencies, the Provincial Government, LGUs and the offices of Cong. Escudero and Cong. Solis.

The monitoring of the accomplishment of the targets indicated in the Plan shall be made through the present structures and partnership arrangements of TVET. Corporate and sectoral monitoring sheets are included along this.
