After the "incident", you'll be able to find 8 dragons in the world. Defeat them all to release the power of Crusader. You can find dragons in the following places:

 

 

Storm Dragon:

 

 In Mt. Zozo, press the button on the floor to release the dragon from a chest.

Ice Dragon:

 

In the Narshe Mines, go right in the first room. Follow the path, and
you'll end where you fought Kefka with Banon.

 

Dirt Dragon:

On the stage in the Opera House. Go to the upper right room with the
switches and push the third from the left.

White Dragon:

In the 3rd "Bonus Room" in the Cult of Kefka Tower.

Blue Dragon:

In the secret room in the Hidden Castle.

Gold Dragon:

In the Tower of Kefka. Group Nr. 2 will find it.

Skull Dragon:

In the Tower of Kefka. Group Nr. 3 will find it.

Red Dragon:

       In the star-shaped mountains near the place, where you
drain the water from the cave.
