Twinsen arrived at one of the highest points on Citadel Island, the Weatherwizard’s tent. The wizard himself lay gagged on the floor of his tent. Twinsen hurriedly undid the knot and the wizard explained,
"Thugs, they came and pointed a gun at me. They said that if I didn’t show them the spell of how to make a ‘Ring of Obedience’ then they’d shoot me. I’d only ever heard of such a thing once and it took me a while to find it. When they discovered that I didn’t have the ingredients they got angry and gagged me, tied me up and left me.
"Where did they go?" Twinsen asked anxiously.
"I’m afraid I don’t know," replied the wizard sadly, but by the time he had finished he was talking to himself. Twinsen realised that he had almost no time left, only time to visit one more place.
