	In November of 2000, the City decided it was going to invite three design and build teams to submit design and construction proposals. The City's Request for Proposals were for a building that would include a leisure pool, a competitive pool, a fitness centre, a wellness centre and a café. The teams were also asked to plan outdoor improvements including a water park, a skateboard park, and a sport court for basketball and street hockey. All three teams responded with proposals that fell within the $12.3 million budget.
