By default, when one purchases the software online, one will be presented with a screen with an offer to purchase the "3-user pack". To make the purchase for just a single-user license, they should click on the NO THANKS button.

What happened was, they just clicked on the UPGRADE button right away thus they purchased the "3-user pack".
