Piccolo, unlike the others is obviously not human or sayajin.
Piccolo is a NAMEK, from the planet Namek. Piccolo is a very powerful fighter, and has the ability to fuse with other nameks.
Piccolo isn't his full self, Piccolo is just the split personality of Kami, the guardian of the Earth. Kami and Piccolo will eventually fuse together again to become Kamicolo, but that is very far into the show. Piccolo constanly trains because he wears a VERY heavy cape (as you can see in the pic...). He is a great fighter

and with his power, once trained Gohan in the wild. Piccolo starts out as Goku's arch rival, but has to team up with Goku to beat Raditz. By the Freeza Saga, Piccolo is friend to Goku. Piccolo is a VERY powerful fighter, but because he is linked to Kami, he disappears when Kami does. Piccolo without being fused with Kami is relatively weak, but when they fuse, oh man........
