Firestarter is about you burning an overpopulated city as a dark enforcer of the god, Lord Kanchi. You can't burn too much or the city will be totally destroyed but you can't burn too little or the citizens will ruin the natural resources and cause havoc. Armed with black flames you must burn just enough to keep the people happy and worshipping you.
