This information is for the
attention of captains.
Can captains please read this
information and be familiar with it. If there are any alterations made to
the rules they will updated on the online copy in the information section
and an email will be sent to each captain.

General Rules and Regulations of the
League
Remember this is a friendly league lets keep it that way. The league
organiser doesn’t gain any profit.
A £10 signing on fee will apply to all teams in the Grass Roots League to
pay for prizes for the league, league cup, golden boot, and any unseen
charges imposed by Regents Park.
If there is a lack of pitches teams will take it in turns to play on a full
size pitch.
Fixtures, dates and teams will be posted on www.uclgrl.tk.
Each team should have second in command, responsible for the running of
their respectable team whist the captain is absent.
Please provide two mobile numbers – from the captain and vice captain of
each team. They will be used on match days and to notify teams quickly about
changes regarding the league.
Please note if a team turns up with less than nine players it will count as
a forfeit and points and money will be deducted as below in ‘Cancellations’.
Variations maybe considered due to individual circumstance solely dependent
on the league organiser’s decision.
No team is required to give players to the other team, but in the interests
of football please be civil and accommodating whenever possible.
It is the responsibility of the team captain to pay and ensure enough
players turn up for a match.
If there are any problems about other teams or league issues please talk to
the league organiser, if you feel you cannot speak to him please speak to
the assistant league organiser.
Please come and see the league organiser to pay for your pitch before the
game starts.
Teams captains can you please take the correct amount of money to the
pitches and not rely on your teams. The league organiser has to pay for the
pitches in advance. Captains need to pay and bring the correct amount of
money each week.
Match timing is important especially in the winter season when light fades
quickly. Teams should try to make it to the pitches by 1:30pm in order to
start matches by 2:00pm. If your respective departments have issued lectures
for Wednesday afternoons please discuss this issue with you lecturer /
department and if unsuccessful please ask the help of the UCL Union. There
should be no lectures on Wednesday afternoons.
Every Captain should inform the league organiser with the result and scorers
for each match via text or email. This is used for the league website and
there is golden boot award.
The rules for the game are standard with the exception of the new offside
ruling and substitutions. Where if a player is in an offside position at the
start of a passage of play and he is the second to last man before the ball
has been played in the forward direction, he is deemed offside and a free
kick is rewarded to the opposing team.
There is no passive player they are simply offside. (I.e. the old FA rules
from about 3 years ago)
Substitutes should take place when the ball is not in play. There is no
limit on the number of substitutions allowed or players returning to the
pitch after being substituted. Please ensure substitutions are carried out
as efficiently as possible to reduce disruption to the game
The existing rules from FIFA can be found on the pdf file bellow. This
applies to the throw in’s and pass backs. (As mentioned previously the
offside rule is altered due to nature of the games played)
2006 - 2007 FIFA RULES
There are no referees or linesman so players on the opposing team call the
infringements of play. Please note that all rules should be followed without
the presence of a referee. Honesty in situations is the only way the
league
can continue.
Captains please talk to each other if a dispute occurs. If no middle ground
can be found please seek the assistance of a captain in another game. If a
situation becomes out of hand please ask your player to sit on the floor or
to walk towards respective goal areas.
Any incidences of fighting or sending off should be reported to the league
organisers. A player that has been sent off can obviously not return to the
match.
With regards to misconducts, threatening behaviour and actions towards
opposing players subsequent suspensions may be applied with consultation of
both captains and the involvement of league organisers. Details will be
decided on a case by case situation with the league organisers having the
final decision.
Calling of fouls in play:
In normal play if a foul is committed by a player an opposition player or
team members has to call the foul. If the foul is not called, play is
continued with the team which has been fouled effectively playing advantage.
Play cannot be returned if the foul is called after the advantage has been
played. This must be considered when playing advantage from an alleged foul.
Only players on the team for which the foul would be awarded can call foul.
Any calling of foul by the team responsible for the incident, including the
player who carried out the foul, should be ignored. Players who repeatedly
offend should receive a verbal warning for their actions. The incorrect
calling of fouls by any player may be punishable as unsporting behaviour as
described in the full laws of the game.
If play is stopped after a foul has been called and both teams agree that no
foul has been committed, a dropped ball will resume the match from the
position called. The exception being when foul is called inside the goal
area. In this case the ball will be dropped on the 18 yard box line level
with where the incident took place, see below.

Contacting teams
Information about contacting teams please refer to the email sent around at
the start of the season.
Please inform all teams if you have any changes to your contact information.
Payment of pitches
Teams will be required to leave a whole game deposit of £44 at the start of
the season. This will only be used in accordance to the ‘Cancellations’
policy see below.
Teams are required to pay for pitches a week in advance. Each team will
therefore be required to deposit £76 which includes the £10 signing on fee,
£44 whole match deposit and the first game in advance of £22.
On the last game of the season the deposit money of £44, will be returned
and the week’s payment of the pitches in advance will pay for the last game.
League organiser pays for the all pitches and arranges bookings through
Regents Park directly. If he is unable to fulfil this action it is the
responsibility of the assistance league organiser.
If the league organiser makes an error he will pay for the cost, the same
shall apply to teams.
My preference would be to receive a set of forward dated cheques for £22 to
cover the cost of the pitch for all of our match days. Cheques will not be
cashed until the games have been played.
If necessary cash will be taken on the day before the match starts. Each
Captain’s is responsible for ensuring that cash is given to the League
Organiser before the game starts.
If for some reason you do not pay for the pitches before the games start it
is the Captain’s responsibility to pay the league organiser for the pitches.
If the league organiser is not available, simply give the money to the Civil
Engineer Captain, Paul the assistant league organiser (not anyone else in
Civil Engineers) or failing this to any Paft player. The League will take
responsibility once monies have been passed to Paul or a Paft player.
Cancellations
‘Teams joining and leaving’ contains details on teams wishing to leave the
league midway though season.
Two weeks notice for cancellation of pitches is required.
If your team cannot play on a date please tell the league organiser in
advance, as soon as possible and no later than two weeks before the given
date. Failure to notify of non attendance will result in the team being
required to pay for the pitch and the loss of 3 league points, the opposing
team being deemed to have won 3-0. The cost of the pitch £44 will be taken
from the deposit.
Another deposit of £44 will be required at the latest of two weeks after the
failure to turn up to continue in the league. If the deposit has not been
paid within the time stated, the team will be suspended from the league
until the issue has been resolved.
If you do not require a pitch and you are not sure if one has been booked
for you please contact the league organiser. It takes two week before the
match is due to cancel. This ensures that we still get pitches from Regents
Park and a league for next season.
Each team must try and field a team. If a team cannot be formed from the
existing players the Captain must make every effort to find others willing
and able to play on the day in question to make up a scratch team. The
opposing Captain and League Organiser need to be informed. In this case
although the opposing team win 3-0, provided that the £22 match fee is paid
there will be no further sanctions. The scratch team may be made up from any
individuals.
It is the responsibility of the team captain to pay and ensure enough
players turn up for a match.
Remember it takes me months to book pitches so cancelling at the last minute
will result in your team paying for the whole pitch.
Please note any extra monies left over from any league activity will be
redistributed back to the teams and I will not take any money for organising
the league.
Teams joining and leaving the league
If a team wishes to join the league can they please send an email with
details of their name, mobile number and contact details for a second in
command to the League Organiser. For contact details please see bellow. The
League Organiser should reply informing you on the relevant waiting time for
the league and any current issues. It remains at the present time that only
six teams will be entered for a league at any given time. This is due to the
availability of pitches and time constraints in fitting the games within the
first two terms of University.
If a team cannot continue or chooses to drop out of the league, the deposit
of £44 will be kept and be placed towards improving the league.
The cost of the advance payment, £22 will be kept only if a team fails to
notify the League Organiser in time for finding and fielding a replacement
team for the next fixture (to be played in the absence of the team in
question). If a suitable team can fill the position within the time detailed
then this money will be refunded.
With regards to the league the fixtures against the
absent team will all count as 3 - 0 wins to the opponents i.e. the remaining
teams in the league, this can be backdated if required.
The introduction of the new team and the matches played against them will
not count towards the league but should be attended as if it did so. If a
game is missed against the stand in side the default score for the absent
team will be altered from a 3 – 0 win to a 3 - 0 loss as stated in the
league rules for missing any league game.
The new team will be eligible to win the league cup at
the end of the year and individuals the golden boot award.
It would be appreciated by all if teams wishing to leave the league could
continue until a suitable replacement has been found.
Medical First Aid
There is a fist aid kit kept in the League Organisers bag. This is for
personal use by all players within the League. The League Organiser is not
qualified to administer first aid and all cases of injury or accident should
be dealt with trained medical staff.

and Assistant League Organiser accept no responsibility for the actions of
any teams or players in the league.
This information is correct at time of scribing. Subsequent changes maybe
made to the rules and in doing so will be updated on the league website and
emailed to respective team captains.
