Saturn is a highly populated planet. It has about 10 trillion floating islands, and is not crowded at all, as you would think it to be. There are 1 million sub levels a draigon can live on. The closer you get to space, the more expensive it is to have an island there. The middle class don't live in the middle, but are equal distance from the core of Saturn and space.
