Background

 

·         An informal meeting was held to voice concerns and comments relating to Vista Kiara

·         A general notice was put up on the notice-boards on Thursday 21 June 2001 and 12 residents attended the meeting

·         The management team of Triomphe Vista Kiara Management Sdn Bhd (TVKM) were invited to attend but decided not to be involved

·         We urge the members of TVKM to look into the matters raised and consider the suggestions proposed

 

 

 

Item 1:        Nomination of Committee Members

 

·         The objective for this committee is To make Vista Kiara a better place to live. It is envisaged that there will be a meeting held once a month initially and hopefully less frequently later.

·         So far there have been eight volunteers to participate as committee members: Lee Po Shing, Danny Ee, Ann Chiu, Charles Teh, Carys Park, Jeffrey Ong, Steve Lau, Richard Gui

·         At the next residents committee meeting, there will be a vote to confirm these nominations

·         We encourage other residents to volunteer to serve on this residents committee.

·         A notice inviting all residents to attend the residents committee meeting will be put up on the residents information notice-boards

·         The next meeting will be at 4pm Saturday 30 June 2001 outsides the squash and badminton courts

 

Item 2.1:     Petition regarding noise from Laman Suria development by Sunrise Bhd

 

·         The Sunrise Bhd development nearby has involved heavy piling work leading to excessive noise for long durations extending late into the evening and also Saturdays and Sundays. Informally, Sunrise Bhd has told various persons that the development may continue for a further one or two months. A petition complaining of the noise has already been signed by over 30 Vista Kiara residents. The members in attendance today agreed that a letter with the petition be sent to Sunrise Bhd to schedule their construction work in compliance with the laws of Malaysia and to respect the rights of the residents nearby (see attachment A: letter to Sunrise, and attachment B: petition signatures)

·         If Sunrise Bhd does not revert with a satisfactory answer, then the residents will consider informing other authorities such as DBKL, ACA, PM’s Department, Malay Mail, New Straits Times, etc..

·         The members today request TVKM to find out what the law permits regarding when and for how long a contractor may perform construction work/piling i.e. acceptable working hours

 

Item 2.2:     Security

 

·         The members voiced various concerns regarding overall security at Vista Kiara

-         Guards are not checking visitors who walk in through the gate (the gate lock is no longer working and the bolt is simply tied open)

-         During weekends, there seems to be many visitors who are using the public toilets to shower down. House rules are that no visitors are supposed to be in the premises on weekends or public holidays

-         We cannot recognize who the guards are, as there seems to be a high turnover of guards and TVKM are now using guards on a contract basis instead of in-house guards as before

-         Guards are not consistently checking that the resident who the visitor has come to see, is actually in, and often simply let cars in.

-         Guards are allowing visitors who “are just dropping people off” or “just five minutes” to enter unchecked. Often these cars are parked in residents car spaces for long hours thereafter

-         Children and other adults are sometimes climbing the fence to enter Vista Kiara from Plaza Mont Kiara side and vice versa

-         In the interests of safety and to reduce the amount of vandalism within the lifts, it might be worthwhile to install cameras inside the lifts as opposed to at the lobbies

-         The electronic card access system in block B has been out of order since Thursday 21 June 2001, allowing visitors in even after 10pm

·         Suggestions for Triomphe Vista Kiara Management Sdn Bhd (TVKM):

1.        When visitors arrive, guards must check that the Vista Kiara resident is in. If the resident is out, the guest should not be allowed in

2.       All visitors must request for a visitor nametag and the guards are to note down the car registration number and unit number

3.       Repair walk-in gate as soon as possible. In the meantime, all walk-in visitors must report to the guardhouse indicating unit number and guards must verify whether the resident is in or not

4.       Guards should patrol the area and if visitors are entering improperly, the visitors should be redirected to the proper entrance

5.       Review the decision to use guards on a contract basis as opposed to guards in-house

6.       Repair the electronic card access system as soon as possible

 

 

Item 2.3:     Speed ramps and road safety

 

·         The members voiced various concerns regarding speed ramps and overall road safety at Vista Kiara

-         Residents complained about the new speed ramp between the badminton and squash courts and block A as being too high and damaging the undercarriage of most cars. TVKM have since rectified the problem lowering the ramp and reducing the steepness

-         The car ramp near the car wash is too steep and damages many residents car undercarriages

-         Cars are often speeding round the corner in front of the lobby at block B

-         On Tuesday and Friday when the fruit and groceries truck market is parked besides the swimming pool on block B, there are often children running around who are at risk with oncoming cars

-         The corner at the entrance of Vista Kiara after the guardhouse is a blind spot and drivers cannot see round the bend and may cause accident with children running around there

·         Suggestions for Triomphe Vista Kiara Management Sdn Bhd (TVKM):

7.       Make the current ramp in the car wash area less steep by extending the ramp

8.       Put up another speed ramp after the corner in front of block B, after the lobby to slow down speeding cars

9.       Relocate the fruit and vegetable market truck to a safer place e.g. in front of the lobby at block A

10.    Trim the hedge at the entrance corner to enable drivers to have good visibility round that blind spot

 

Item 2.4:     Management service provided by Triomphe Vista Kiara management Sdn Bhd (TVKM)

 

·         The members voiced various concerns

-         The new management office set up is a subsidiary of the developer whereas before it was a partnership with a private company. The new management office members are of the opinion that they are here to serve their boss ie the developer. They were invited to attend and help organize the residents committee meeting today but declined saying that they did not want to complicate the matters and have more than one boss. Some members are concerned that TVKM may not be proactive enough to represent and address the concerns of Vista Kiara residents, especially with their new attitude

-         Previously, the management office had a cash surplus and had a balance in the fixed deposit. We are not aware of the financial health of TVKM and do not know how much is budgeted for TVKM to conduct its responsibilities properly

-         The title for individual units is still not been released to the owners

·         Suggestions for Triomphe Vista Kiara Management Sdn Bhd (TVKM):

11.     TVKM to provide a set of financial reports to the residents committee meeting including a profit and loss, balance sheet and cashflow. We would also like to review the budget they have prepared

12.   TVKM to revert back to residents on the status of the strata title

 

Item 3:        Other Points raised

 

·         The members voiced various some other concerns:

-         There is a step between the entrance of the lobby at block A to the swimming pool which is not clearly highlighted and inconvenient to prams and wheelchairs

-         The notice-board at block B is extremely cluttered and notices are not arranged in logical order (e.g. lost and stolen notices together with found items, resident information notices together, management office notices together)

-         The lifts have not broken down as often in the past. One of the reasons given earlier was that when there is heavy rain, this causes problem to the electrical parts of the lift. The residents wish to seek clarification if this problem still exists

-         The signage for Vista Kiara, at the entrance before the guard house, is not very prominent especially at night

-         The road in front of Vista Kiara (Jalan 1/61A) and the road besides Lanai Kiara leading to Mont Kiara does not have streetlights and pose a health hazard

-         The plot of land between Vista Kiara and Laman Suria has a large pool of stagnant water which may be a breeding ground for mosquitos, iguanas etc..

-         The swimming pool has led to some children developing conjunctivitis and ear and throat infection. We suspect the chlorination level is too low and that the cleaning currently being conducted is not thorough enough

-         There is high population of insects and bugs in the common areas. In places like Singapore, fogging is sometimes done every week

-         The cleaners are leaving the rubbish bin upside down after their work. Residents have to regularly tidy up

·         Suggestions for Triomphe Vista Kiara Management Sdn Bhd (TVKM):

13.   Build a ramp where there is currently a small step between the entrance of lobby of block A and the swimming pool

14.   Put up another two notice-board panels at the lobby of block B and put up notices in a more logical order

15.   Obtain quotations for how much it would cost to install cameras in each lift

16.   Revert back to the residents on the safety of the lifts especially if there is heavy rain

17.   Install a clearer illuminated sign at the main entrance of Vista Kiara

18.    Write to DBKL to request for street lights to be turned on for Jalan 1/61A and the road besides Lanai Kiara leading to Mont Kiara

19.    Find out who is the owner of the plot between Vista Kiara and Laman Suria and write to them to ask them to clean up the stagnant water

20.   Check the chlorine level of the swimming pools and adjust accordingly

21.    Conduct a more thorough inspection of the swimming pools and arrange for proper thorough cleaning

22.   Fog more frequently e.g. twice a month

23.   Ask the cleaners to mop up the garbage bins, turn these bins back to the right way up and leave the door ajar. Residents are reminded to do their part in putting garbage in bags first.
