Minutes of Vista Kiara Residents Committee Meeting
held on 24 November 2001 at 4pm outside squash and badminton courts

Item 1:        Vista Kiara Resident Owner Committee (VKROC)

·         Based on a letter dated 1 November 2001 from Mr Woon (Director, Asia Quest), eight candidates have volunteered to serve the Vista Kiara Resident Owner Committee, and all eight have been accepted by Asia Quest

·         According to that letter the condominium management will be in touch to formalize the working arrangements. However, to date, none of the members present have been informed of any such meeting. Given the long delay in organizing such a meeting, we will write formally  to Mr Woon and enquire when such a meeting will take place

·         There has been no official news on the subject of strata title despite the letter dated 25 August 2001 requesting such clarification. We will write another letter to Mr Woon on this subject. Informally, and the following information may or may not be correct, we have heard that the master strata title has been approved and that we are now in the process of issuing the individual titles and so the respective owners are being contacted to waive their caveats per the S&P agreements.

Item 2:        Security

·         Some issues regarding the security service provided by GNT Security were raised:

·         Intercom is still not being used consistently to check for authenticity of visitors

·         Guards at the lobby are too eager to open the door to anyone who asks and do not even make cursory enquiries e.g. which unit are you visiting, nor do the guards use the intercom to check

·         Security guards do not wear nametags for residents to identify guards

·         The guards are not systematically checking all visitors and in many cases, cars have been seen parking in visitor parking bays without visitor plates on the dashboard

·         There seems to be a problem that some visitor plates have been retained by certain people (residents included) for extended number of days and the guards do not seem to be aware of where these plates are

·         Members present believe that tight security is beneficial for peace of mind to all residents and that such security is good for owners since the value of the condominium units will be enhanced with good security. Thus we urge the management office and the developer to take more pro-active action, especially bearing in mind some of the feedback above

·          

Item 3:        Parking (VERY IMPORTANT TO READ)

·         We understand that there has been a significant misunderstanding in this area, regarding what this committee has requested and secondly what the management office has done

·         Firstly, the residents in this meeting, just like previous meetings have found the issue of indiscriminate parking an important issue. By indiscriminate, we are referring to specifically three type of “violations”

·         Cars parked outside of marked parking bays. These cars pose an obstruction to other road users since the line of view is often blocked and accidents may happen because of such inconsiderate parking

·         Residents parking in visitor parking bays. These residents are basically “hogging” spaces that has been identified for visitors for their own benefit. These residents are often found repeatedly abusing these spaces and it is unfair for other residents who do rent a second or third parking space as well as to genuine visitors

·         Cars parked in visitor parking bays without displaying visitor plates. There is an important security risk since these cars have not gone through the proper security checks when they entered the Vista Kiara condominium complex

·         The members present feel that these three types of offenders should be duly notified and if they choose to ignore the warnings, then more severe action should be considered. This would be for the benefit of all residents of Vista Kiara.

·         Following the efforts of some individuals, more stringent checking has been done within the Vista Kiara condomonium complex, because we believe that it is a few residents who are repeatedly committing the above three offences. If cars have visitor tags and are parked in the visitor places properly, we have no objection whatsoever

·         In the past few days, the management office has been more pro-active in issuing notices. However, they have also been issuing notices to cars parked outside of the guardhouse in the parking spaces in front of the shops and mini-market. We understand that the reasoning that has been given has included “the residents committee asked that they (management office) asked them to do this” as well as “the residents committee have nothing better to do”. This is certainly inaccurate. We are concerned with the parking INSIDE Vista Kiara Condominium and are not concerned with any parking offences outside the condominium. Common sense would clearly tell you that since cars parked in front of those shops/mini-market do not have to pass through the guardhouse and there are no notices to the contrary, then there is no reason why any cars parked there should be warned or subject to any superfluous conditions.

·         We will follow up with the management office on both the manner of their overzealous execution as well as request them to clarify our requests in this subject. We repeat we are concerned with the parking inside only and to reduce the number of offences as listed above

·         We also understand that some of the neighbouring condominiums have started charging visitors for parking. While this is rather extreme, it may be worthwhile to see how other condominiums are dealing with this pervasive problem

 

Item 4:        Proposed installation of sand filter at main water tanks

·         The management office had issued a notice to all residents enquiring if residents were supportive of installing a sand filter for RM 32,500 at the main water tanks to overcome the problem of poor water quality

·         We felt the original proposal had some important flaws:

·         The structure of the proposal meant that if just one owner refused, then there would be insufficient funds to pay RM 32,500. Given that it is almost certain that 100% acceptance is unreachable since some owners may not respond or some owner may not agree to pay another RM 83, the structure was flawed from the very start

·         The notice mentioned “quotations” but only one quotation was included. Is that the best quotation and are the warranty and service levels suitable? We feel that there should be more than one quotation obtained in order to get the best available price

·         Is the problem one limited to Vista Kiara condominium or is this really a genuine JBA problem affecting this neighbourhood? Has the management office checked with some of the neighbouring condominiums to see if they have been affected and what their responses have been?

·         Fortunately, we understand that the management office has since reviewed this subject and are preparing a survey to all owners requesting their opinion that funds from the sinking fund be used to pay for this. We look forward to receiving this survey and addressing this problem

 

Item 5:        Other matters

·         The reception for NTV 7 has been poor for many residents. Cant he management office check that the aerial is in good working order?

·         The doors in the car park spaces actually hinder progress and visibility and do not seem to serve any practical purposes. Can the management office remove these doors?

·         The light bulbs in the badminton courts blew again and have been replaced for the umpteenth time. Can the management office ask an electrician to check the wiring since we have been replacing far too many bulbs recently for the problem to be limited to light bulbs expiring?

·         The LPG gas piping in the refuse rooms of each floor seems to be quite corroded (maybe caused by the cleaning of the refuse rooms using tap water). Can the management office check that these pipes are in acceptable condition and are safe to all residents?

·         We understand that earlier this month a Kancil that was parked in the covered car park of block B had their side window smashed and the road tax and Vista Kiara condominium sticker were stolen. This is an unfortunate incident and serves to highlight the importance of tight security for the benefit of all residents of Vista Kiara Condominium

·          

 

Item 8:        Next meeting (usually held on the last Saturday of the month)

·         We had a discussion if moving the time to another time may be more suitable. However, the members present concluded that those residents who were concerned would make the effort and that an evening or another day may not necessarily result in higher attendance

·         We will not be having a meeting next month since it will be between Christmas and New Year and many people will not be around

·         Instead, the next meeting will be at 4pm on Saturday 26 January 2002. All residents are encouraged to participate and provide views and comments
