residents regarding the formation of the Vista Kiara Resident Owner
Committee

22 October 2001, five resident-owners had submitted their
nomination forms

We
understand that Asia Quest will set up a meeting shortly, and we look
forward to that meeting. If any residents have any ideas or issues, then we
encourage them to contact any of the individuals listed above..

Item 2: Security |
·
The
security arrangements have changed significantly. Previously, there was a
combination of in-house guards and contracted guards. The management office
has decided to terminate the in-house guards. From 1 November 2001, GNT
Security will be the sole contractor for providing security guards for both
the day shift and the night shift. There will be five guards on duty on each
shift.

We
understand that the management office is in the process of hiring a security
clerk who will be responsible for ensuring the security guards are familiar
with Vista Kiara’s procedures and perform their duties properly
·
Residents
are urged to provide good and bad feedback to the management office so that
we can decide whether or not to extend the three month trial by GNT Security
·
The
residents present also suggested that since the walls around Vista Kiara are
quite low and very easy to climb in, it might be useful to put up some
deterrent (e.g. barbed wire). We will raise this idea up in the VKROC
meeting forthcoming

Item 3: Parking |
·
Indiscriminate parking is still evident. Firstly, there are many cars that
are parked outside of marked visitor bays and pose a danger to other users.
Secondly there seems to be some cars which are parked overnight in visitor
bays regularly and we suspect these cars actually belong to residents.
Thirdly parking by ‘visitors’ in lobby entrances who block access for other
users.

We urge
the management office to monitor these parking violations in the interest of
all residents and visitors, to issue warning letters ,and failing that, to
use clamps.

Item 4: Traffic congestion in front of Vista Kiara |
·
Since
22 October 2001, the road leading from Plaza Mont Kiara to the
Sprint Highway (Jalan
20/70A) has been closed and is expected to remain closed for 18 months to
facilitate the construction of the Penchala Link. This has caused
significant traffic congestion, especially during peak hours
·
Since the
closure, there has been a review by Sprint and the some of the actions are
being taken:
·
Traffic
wardens at junction next to Lanai Kiara from 7am to 9am. Temporary traffic
lights will be erected within two weeks
·
Lane
widening besides Lanai Kiara towards Mont Kiara so that there will be two
lanes heading in that direction
·
Re-allocation of time given at crossroad with traffic lights after Desa Sri
Hartamas to enable traffic from Desa Sri Hartamas to clear
·
We will
have to monitor this situation especially once the traffic lights are
installed. One concern we have is that in order to satisfy the traffic from
Mont Kiara neighbourhood, there may not be sufficient time given to traffic
from Segambut and Vista Kiara. Right now, there are many cars heading to and
from Mont Kiara at that junction who are not stopping and fail to recognize
that the right of way is actually traffic to and from Segambut.

Item 5: Maintenance of Vista Kiara Condominium |

We are
concerned if preventive maintenance is currently being regularly practiced.
The management office has been very fast in correcting problems once these
have been highlighted, but do not seem to be as pro-active in identifying
areas requiring maintenance. For example, we have seen that the door leading
from Block A to the car park was overly stiff and kept slamming and the
hinge should be retuned. Similarly, lights have been blown for several days
before a resident finally alerted management office of the problem.
Maintenance staff should be more pro-active and make their rounds regularly

Item 6: Problems during thunderstorms and lightning |

Earlier
this month during one of the thunderstorms, the door at the lobby of Block A
05-08 was jammed and residents were unable to enter or leave for over an
hour. Even though it was possible to exit and enter through the lower ground
floor, we are concerned that the door security system could not be
overridden quickly and the door could not be opened. Has this problem been
fixed by management office?

Also, we
think that it would also be a good idea (especially for new residents) to
put up on the notice-board what to do in case of emergency with plans of the
fire exits, where to convene, not to use lift, etc..

Item 7: Proper adherence to house rules by all residents |

We have
noticed that some residents are hanging laundry on the railing of their
balconies. This is unsightly and a breach of the house rules. We hope that
management office/security can follow up with these residents.

Item 8: Other matters |
·
We would
like to know who is actually part of the management office. As far as we can
ascertain (apologies in advance for wrong spelling), there is Ann See
(condominium manager), Ella and Rosita (management office), Kenny Peck and
Tan (accounts), Rizal (maintenance manager), Leong (maintenance) and Lung.
Can the management office provide an organization chart along with photos so
that we can associate who does what?

We would
also like to request that management office be more considerate in the use
of notices. For example, the changes in security started on 20 October 2001
but no notice was put up until 24 October. Similarly we understand that,
with effect from 26 October 2001, the gym will now be locked and that
residents must bring their resident cards in order to get the key. Some
residents have been inconvenienced by this new procedure which could have
been avoided by putting up a notice in advance

Finally,
there doesn’t seem to be a comprehensive review of the notice-board as to
what is relevant or current. Also, the two notices regarding security from
29 August and 12 September are still pasted next to the lifts at the lobby.
Can the management office be more pro-active and follow a systematic review
of the notices?
·
The
management office has tried to organise two social events recently; a day
trip to Malacca and a lantern party at the tennis courts. Due to the poor
response, these were subsequently cancelled. There are various issues here,
but it would be interesting to get feedback from other residents as to how
interested are they in condominium organized social activities..

Item 8: Next meeting (usually held on the last Saturday of the month) |
