Minutes of Vista Kiara Residents Committee Meeting held on 29 March 2003 held outside squash and badminton courts

Item 1:  Updates from items raised from previous month’s meeting

 

  •  VKROC had submitted a proposal requesting for RM 240 to host 12 VKROC meetings a year, this amount being used for stationery, supplies and printing. TVMS has agreed to this proposal and released RM 120 already, and the other RM 120 to be disbursed in July

     VKROC thanks TVMS for putting tinting on the doors of badminton courts. we have received feedback that the tinting is very strong and it is difficult to see inside the hall prompting security concerns. Can TVMS consider removing the tinting from the bottom one to two feet so that some visibility into the hall is possible? 

Item 2: Outstanding items for TVMS from previous month’s meeting

 

·         There are many items on this list, and while VKROC recognizes the issue of manpower and management staff on personal leave, we are still disappointed at the lack of progress over the past month. Here are the items which were raised in previous month meeting, and are still outstanding:
 

  1.  Floor traps have been installed at many of the drains. However, we continue to have poor drainage in the tennis courts and now also at the outdoor play area (near the see-saw). Can TVMS review this problem as the accumulation of water is causing unnecessary wear and tear? In addition, residents have noticed water leaking in 1) the car park underneath and adjacent to the tennis courts and 2) the wall at the barbecue area facing car wash area – can TVMS look into these cracks immediately?

  2. Can TVMS update VKROC on the progress of installation of an automatic card access system at guardhouse entrance?

  3. Can TVMS update VKROC on the progress of converting one tennis court into a multi-purpose play area allowing football/basketball/cycling?

  4. Nothing seems to have been done about the continued build-up of water on the plot between between Vista Kiara and Laman Suria. Can VKROC follow up with DBKL, especially given concern over dengue?

  5. Some of the benches around the swimming pool area and outside the badminton courts appear damaged and about to break. These benches pose a potential accident as well as undermine the image of VKROC being a well-maintained and high quality place. Can TVMS repair/replace/discard these benches?

  6. Can TVMS update VKROC on the status of installing cameras at the entrance to lobby areas including the lower ground floor?

  7. Can TVMS update VKROC on the progress of installing additional lights (one as spotlight on visitor sign, another as general streetlight to improve visibility) at the visitor parking bay area?

  8. The water quality continues to be poor for a day or so after the backwash. We understand that this is not necessarily the case and rinsing after backwash can improve the water quality (albeit use extra water). Can TVMS check with the supplier that our backwash system is performing as per specifications and that we are following all the correct procedures?

  9. VKROC notices many cars inside the condominium still do not display the proper blue colour 2003/2004 Vista Kiara residents sticker. We urge TVMS to be strict in enforcement and to prohibit cars without proper stickers from entering, after all the deadline was 31 January to obtain 2003/2004 stickers. We encourage errant owners to do their part and obtain proper car stickers.

  10. VKROC sympathises with residents in block B affected by the sudden water shortages on 7 Feb evening and 10 Feb morning. We hear that this was caused by problems with the pumps. We understand that mechanical parts can break down anytime, but VKROC expects TVMS to conduct regular routine maintenance and checks. As far as we know, a full water tank should last at least one day, and even two or three days in some cases. Can TVMS confirm how long does a full water tank last, that we have a back-up pump, and that we conduct daily routine maintenance checks? We also note that on Saturday 29 March 2003, block B has been without water since 2pm – TVMS must look into this matter urgently and avoid future incidents like this from occurring.

  11. VKROC understands that some residents who are renting second car parking bays (opposite the visitor’s bays) are finding their places being occupied by visitors. VKROC recommends that TVMS move the existing “Clamp zone” sign which is next to the visitor parking bays, to the other side of the road to discourage visitors from inadvertently parking in resident bays? VKROC also suggests that TVMS consider painting the words “visitors” outside the parking bays for better visibility.

  12. The construction at our neighbours continues to be a nuisance with work continuing on Sundays. VKROC encourages residents to contact DBKL 24 hour hotline number 03-4022-0033 to lodge complaints. Can TVMS write a letter to Garden International School highlighting that many Vista Kiara residents complain about the noisy construction, especially on Sundays, and that the school must be considerate of its neighbours.

  13. VKROC believes that the blue “Private parking” sign at the front of the guardhouse looks rather tacky and inconsistent with the image of Vista Kiara. Can TVMS look into replacing this sign?

 

Item 3: Car Theft Alert

 

  • There was a car break-in attempt earlier this month. The owner of a Honda CRV found her car had been broken into, started, driven a short distance within the car park and subsequently abandoned. The thieves had broken the side mirror, cut the wires underneath the car, opened the door and started the car. Fortunately, the owner had installed an additional immobiliser system which stopped the car after the first 20 or so seconds. The thieves had tried to open the bonnet and unable to do anything else, presumably fled. This incident happened on a Tuesday morning, some time between 3am and 6:30am.
     

  • VKROC is disappointed that such an incident occurred. We have been highlighting the ease with which cars can enter the condominium especially at night and that security guards do not seem to be alert at all times. We urge TVMS to review the current procedures especially checking of cars entering and leaving the premise. In addition, can TVMS confirm what time is the gate for pedestrians locked as well as that all CCTV are working and tape recordings are kept? In addition, it may be prudent to improve the lighting of the car park eg use longer fluorescent tubes throughout, as well as more frequent patrolling.

 

Item 4:  Any Other Business

 

  • VKROC appreciates that the pillars at the front next to the guardhouse has been repainted, but other areas are also in need of attention. For example, the crack in the road besides the tennis court appears to be worsening. The condition of the ceilings and sides at the stairs at the fire exit areas require proper patching. The ponding of water in and around the tennis court and open car park indicates a lack of gradient as well as blockages. The recent water outages at Block B is a big concern especially given this is the third time in less than two months! VKROC urges TVMS to take a pro-active approach to the maintenance of the condominium.
     

  • The intercom phones at the lobby are in frequent need of repair due to accidental damage from users not putting phones back properly or even vandalism. Can TVMS consider putting other types of phones (eg hands-free phone, or ones with shorter cords)
     

  • VKROC notes that the carpets inside the lifts have been removed due to residents feedback relating to appearance and smell. Can TVMS look into putting alternative material on the floor such as the scotch 3M matting which is more durable, easy to clean and odourless, otherwise continued replacement of marble tiles will be very expensive?
     

  • The swimming pool lighting continues to be a problem with only a few lights on at night. Can TVMS replace these lights and look into a longer term solution to this recurring problem? 

Item 5:  VKROC Election

 

  • Lee Po Shing announced that he will be returning to UK in early April and is therefore stepping down from his current role as President, VKROC. He thanked all the members for their continued support and urged residents to continue making VKROC a success.
     

  • Michael Yeow (A-18-05) was unanimously voted as the next President, VKROC with Danny EE (B-19-01) and Ong Chee Howe (A-05-04) continuing to serve as Vice President
     

  • Members present agreed to take turns to prepare minutes of future monthly meetings – we welcome any individual who would like to volunteer!

Item 6:  Next meeting (usually held on the last Saturday of the month)

 

  •  Our next meeting will be at 4pm on Saturday 26 April 2003 at the usual venue in front of the badminton courts
