THIS COPY BELONGS TO THE CAPTAIN OF A PENNANT TEAM

 PENNANT RULES:

 

1.        On a date as set by Council each year, each Club shall enter the number of teams it can field, giving names of proposed members and their handicaps, keeping players and their team in correct handicap order from the lowest marker through to the highest. The lowest handicap will be No. 1 player in each team, but not necessarily the captain.  Handicaps should be carefully checked before entering teams.

2.        Where more than one team is entered, the handicap order must continue throughout the teams. That is, the highest handicap in the number 1 team cannot be higher than the lowest marker in following teams. (eg 1st team: handicaps 15, 16, 17, 18, 20. Lowest marker in 2nd team must be 20 or higher.)

3.        The correct handicap order must continue throughout the Pennant season, except that a player registered for that team whose handicap changes after the first pennant match may remain a member of that team, but must play in correct handicap order within that team.   All handicap matches will be played off the full difference of the opposing player’s handicaps. Where the full difference exceeds 18, players should receive 2 or 3 strokes per hole where applicable.

4.        Emergencies or reserves: Her handicap cannot be lower than the No. 1 player in the team, nor can it be higher than the No.1 player in the following team where there is more than one team entered. (eg Emergency to play in 1st team, handicaps 15, 16, 17, 18, 20. – 2nd team handicaps 20, 22, 24, 24, 26. The reserve for the 1st team cannot be lower than 15, and cannot be higher than 20. This system applies to all teams entered from any one club.)  A reserve becomes part of the team after she has played twice with that team.

5. A player must have played 50% of games to be eligible to play in finals or play-offs.

6. An entry fee as set by council from time to time will apply for each team entered.

7. After closing date for entries, teams will be graded into divisions according to the number of entries received. Times and venues will be at the discretion of the Match Committee, and will depend on the availability of courses and the number of teams entered. Every effort will be made to avoid travelling long distances.

8. Division winners shall be the team attaining the highest total of points. If the result is tied, the winning team will be decided by a count back.

9. Eligibility of Players: A player in a pennant team must:-

a) Be a financial member of the club she represents.

b) Have not played pennants for any other League Club during the season.

c) Have been registered with the League, and had her handicap recorded with the League Handicapper, before playing in any match.

A team member, having played in one team, may NOT transfer to another team of that club, in the same section or division, or any lower division, but may transfer to a higher division, providing she meets the requirements of that division

NOTE: An emergency player who won on a forfeit shall be deemed to have competed.

10.  Witthin 7 days of the receipt of a demand from the League Secretary, the club secretary must forward a certified copy of all or any part of the handicap record in respect of any player in her club. PENALTY: Failure to comply shall render the pennant team of which the player concerned is a member liable to disqualification for all or any one or more of the matches in which its players have taken part.

11.  Pennnant teams shall consist of a number of players as decided by Council.

12.  Method of Play:   Match Play shall be decided by holes, but NO individual match is to go beyond the 18th hole.

Points awarded as follows:- Squared game  ½ point each player, winner 1 point. Individual score is to be recorded, not just win or loss (eg: won 4/2 etc).

NOTE: Including matches won by forfeit, no team can score more than one point for each individual win.

13.  Time of Matches: The draw by the Match Committee shall not be varied and all matches shall start on time EXCEPT, when due to unforeseen circumstances, both Captains have agreed to hold up play.  All matches shall start from No 1 tee.  If any player or a reserve fail to appear on the tee of the stipulated course 30 MINUTES after the time the match is due to start, the opponent waiting on the tee shall claim a forfeit and gain 1 point.

14.  Forfeits:

(a) If a team does not field more than half its players, it shall forfeit the match to the opposing team, provided the opponents are able to field more than half their players.  A forfeit is received in respect of each player for whom no opponent is present.

(b) If any team forfeits more than one (1) match, it shall not be eligible to compete in any future match during the season, and all points previously won by that  team and the teams who played against it, shall be declared cancelled.

(c)   An explanation shall be forwarded in writing to the League Secretary, by the forfeiting team, within 48 hours.

** When a team or individual know that they will forfeit a pennant game, their captain must inform the opposing captain and the League Secretary (or another official if the Secretary cannot be reached) by 8pm on the Sunday preceding the match. Once a forfeit is given, it cannot be withdrawn. The opposing players need not attend the course.

NOTE:   Serious consideration should be given by the Club before making a decision to forfeit a whole team’s matches. A complete team forfeit affects ALL teams in that Division. 

15.  Right of Appeal for Forfeits: Any club that has been made to forfeit all or any points has the right to appeal to the Match Committee if it believes it has a legitimate reason for doing so.  All protests shall be made in writing by the Team Captain to the League Secretary within 48 hours of  points forfeiture notification from the Match Committee.

16.   Penalties for breach of pennant rules:  If a player who is not eligible has played, or plays off a higher handicap which would affect the number of strokes received or given, or plays in an incorrect position, she shall be disqualified, and any other players who are consequently wrongly placed shall be disqualified from the match, the opposing team thus gaining a forfeit for any match or matches so affected. THE TEAM SHALL ALSO BE PENALISED ONE POINT. The League Secretary shall immediately inform the defaulting team captain of the breach and the penalty imposed.

17.  Each player is responsible for playing on her correct handicap and should be able to produce a current Handicap Certificate when required to do so.

18.  Duties of Team Captains: 

(a) To make sure each member of the team plays on her correct handicap.

(b) See that the list of players is in correct order of handicap.

(c) Hand list of team to “Home Official” 20 minutes before match is due to start. No alteration may be made after this time.

(d) See that the result sheet is correct before signing it.

(e)   Home Captain to forward the result sheet by first mail after the match to the Secretary or Record keeper of the League.

19.  Results of Matches: The “Home Team Official” shall be responsible for having the result sheet at the course, having the sheet signed by both captains, and that the result sheet reaches the League Record keeper by last mail of the Wednesday following the match.  Results not received by that time will not be in the West Australian Newspaper on the Thursday, and if the Record keeper has NOT received the results by the Friday following the match, the Home Team will be penalized by forfeiture of one (1) point.

20.  Protests

(a) The captain of any team may protest against any breach of the Rules made by another team, and this protest must be lodged with the League Secretary within the prescribed 48 hours, after she has had knowledge that a breach has been committed.

(b) All protests must be made in writing, and can only be lodged by the Captain of the team, as soon as possible, and within 48 hours, after the match. She shall notify the League secretary and acquaint the opposing team captain, (OR, IF UNABLE TO CONTACT THE CAPTAIN , another official of the club), of her intention to appeal, and her grounds for so doing.

(c) When the League Secretary receives such notice in writing, she shall refer the matter to the Match Committee, whose decision shall be final.

(d) If a dispute between players or teams arise during a Pennant Match, and is referred to the captain of each team, their decision, if unanimous, shall be binding, but otherwise the dispute in detail shall be forwarded in writing to the Match Committee and must be in the hands of the League Secretary within 48 hours.  (Subject to Rule 2-5 - Claims and Disputes)

21.  Cancellation of Pennant Match:  If a course be considered unplayable, OR weather conditions are considered a danger to players, team captains shall confer and agree to either:-

(a)   Delay play in hopes of improvement or

(b)   If no improvement in conditions, and both captains agree, the match be postponed. The home captain must immediately notify the League Secretary. Both captains will sign the sheet and agree on a time to play. If no agreement is reached, the Match Committee will fix a time, and both captains will be notified of that date.

(c) When a match has been abandoned (as in (a) or (b) above) after commencement, in special circumstances the Match Committee may, at its discretion, declare that the score at the time of cessation of play stand.

A postponed match must be played within two (2) weeks, and a club unable to play on the fixed date must forfeit. The match must be played as on the original day.

NOTE: A match should not be delayed or postponed because of heavy rain. It should only be postponed if there be a danger to players from lightning, OR in severe stormy weather OR the course manager declares the course or part thereof to be unplayable.

In the event of a match being abandoned on the decision of the course manager, the sheet should be signed by him.

LOCAL RULES FOR PENNANTS AND ALL LEAGUE COMPETITIONS, IN CONJUNCTION WITH THE RULES OF GOLF

A 30cm preferred lie may be taken on all designated fairways, no nearer the hole. The ball does not need to be marked, and may be cleaned when so lifted.

Immovable Obstructions: Rule 24-2b applies. Lift and drop within one club length from nearest point of relief, not nearer the hole. NO PENALTY.

Note: Objects defining O.O.B. (Fences, pegs, walls, etc) are not immovable obstructions so there is no free relief.

O.O.B: Penalty of stroke and distance applies. All boundary fences, and such other areas as may be specifically designated on each course, will be observed as OOB.

Sprinklers  in operation: Casual water – Rule 25-1b applies.

G.U.R. AND CASUAL WATER:  Rule 25-1b applies. Lift and drop within one club length from nearest point of relief, not nearer hole. No Penalty.

G.U.R. and Casual Water on putting green: Ball may be lifted and placed at nearest point  which avoids interference. This also applies if interference is between the ball and the hole. No Penalty. Ball must be on the putting surface to obtain such relief.  See Rule 25-biii

Immovable obstructions close to putting greens: (eg – fixed sprinkler heads).  If a ball lies off the putting surface, but not in a hazard, and an immovable object is on, or within 2 club lengths of the putting green, and is within 2 club lengths of the ball and intervening on the line of play: “ the ball may be lifted and dropped at the nearest point of where the ball lay that - a) is not nearer the hole, b) avoids intervention or c) is not in a hazard or on a putting green. The ball must be marked before lifting, and may be cleaned.

PROTECTION OF YOUNG TREES:

Relief must be taken from trees under two metres in height (with or without stakes). The ball must be dropped, without penalty,  within one club length of the nearest point of relief, clear of the foliage, but not nearer the hole.

If a tree taller than two metres is obviously a “baby tree” in need of protection (eg very thin and spindly), relief must also be taken.

This rule does not apply to trees and vegetation growing naturally in bush area, or for  well established trees.

In cases of trees over two metres which are staked, if the stake itself is interfering with the player’s stance or swing then the player is entitled to relief from the stake as an immovable obstruction. However, care must be taken that there is no abuse of this rule.

When a ball lies in a bunker, nothing may be done to improve the lie, but the player may, under penalty of one stroke, proceed under Rule 28 – Ball Unplayable.

Mobile Phones:- 'Mobile phones are not permitted on course during any pennant match. Penalty for infringement - loss of hole'.
