I always thought this looks like Peter and Bogie are about to play a practical joke on Mary Astor. Peter's holding an inflated whoopie cushion behind his hat. The dialogue is as follows:

Bogie: Just stand up for a second, Mary, and direct your gaze off to your left. Then sit down real fast without looking.
Mary: I dunno... Something tells me you guys are up to no good!
