Chapter : 1
Article 1: Manifesto
The International Human Rights Commission established for the service of humanity with out cast, colour and creed. The IHRC will struggle against the violations of human rights, bloodshed, and terrorism around the world. The IHRC will provide its services for the noble cause of maintaining peace and disputes between the nations, groups and organizations. The IHRC will setup seminars and conferences on international issues of human rights violations, peace, democracy, education, health, child labor, and women development, against terrorism and narcotics or drugs. The IHRC will offer open membership to the NGOs, International Organizations, World Personalities and Governments.
The IHRC will reward those, who are working for the mankind in their various fields of life. The IHRC will establish its offices all over the world, to uphold the United Nations Universal Declaration of Human Rights passed on 10th of December 1948.
Article 2: Activities
(CLAUSE1) For the purpose set out in Article: The activities of the Commission shall include, but shall not limited to;
The facilitation of consultation, exchange of views and experiences, and cooperation with each other, to the extent desired by the members;
Assistance in effectively utilizing available procedures of United Nations bodies and specialized agencies related with Peace Keeping, Anti Terrorism, Social, Cultural, Democracy, Education, Health, and Human Rights and of other International and Regional Organization Professional legal and public relations advice;
Providing an information service for dissemination of information provided by the members to the public, Governments, International and Regional Organizations;
Assistance in development of democratic institutions and processes and in the monitoring of Human Rights Violations, Elections and Referenda.    
Article 3: Institutions
The achievements of the tasks entrusted to the Commission shall be ensured by;
1. A GENERAL ASSEMBLY
2. A SUPREME COUNCIL
3. A COUNCIL OF FOUNDERS
4. A WORLD CHAIRMAN
5. A SECRETARIAT
Each of these institutions shall act within the limits of the powers conferred upon in this Constitution.
The institutions listed in Para above of this Article may be assisted by an Advisory Council, acting in a consultative capacity, and various specialized bodies acting under the direction of the World Chairman, General Secretary, and Supreme Council.

Chapter : 2
Article 4: Preamble
Whereas it is not the intention to create an alliance or common front of participating peoples and member Organizations against established Organizations or against any State or Groups of States.
Whereas an effort in needed to address effectively and strongly the issues raised by the members or any other groups, organizations, newspapers, and Governments on Human Rights, Discrimination, Persecution, Massacre, Population transfers, Forced assimilation, Child Labor, Crime against Women, Deprivation of Land or other Natural Resources, Crime against Humanity, and sometimes Genocide.
Whereas an effort in needed to address effectively the issues raised by themembers in order to increase stability in the world, and to promote Peace based on genuine respect and understanding for each other and to esolve the conflicts between the nations and states.
Whereas the rights of individuals and collective rights of human beings are nextricably linked.
Therefore; by the present Constitution the participating members and organizations represented by the undersigned Representatives (COUNCIL OF FOUNDERS), establish among them the INTERNATIONAL HUMAN RIGHTS COMMISSION (the COMMISSION).
Article 5: Proclamation
ON 15TH October 1995, The Council of Founders adopted and proclaimed the Constitution of International Human Rights Commission, the full text of which appears in the following ages. Following this historic Constitution, the Council of Founders call upon all members of the Commission, all members Organizations, to publicize the text of this Constitution in their news bulletins and to issue for the information and recognition of their peoples.
Now, Therefore THE COUNCIL OF FOUNDERS proclaims THIS CONSTITUTION as a common standard of law for the Commission and its all organs.

Chapter : 3
Article 6: The General Assembly
(Clause 1)The General Assembly, Which shall be composed of delegations representing Members Organizations, (NGOs) shall exercise the powers of deliberation and Control, which are conferred upon it by this Constitution.
(Clause 2) Each delegation shall have the right to one vote in the Assembly.
(Clause 3)The Assembly shall hold regular sessions at least once every two years. The Assembly may meet in extraordinary sessions at the request of a majority of members or at the request of The Supreme Council, The World Chairman, The General Secretary, or The Council of Founders.
(Clause 4)The Assembly shall elect its Chairperson at the beginning of every session. The Chairperson shall serve in the function until a successor is elected for the session.
(Clause 5)The Assembly shall adopt the Agenda at the start of each session based on recommendations of the Supreme Council, the World Chairman and the General Secretary.
(Clause6)The Assembly shall act by a simple majority of votes delegations present. The quorum shall be laid down in the rules of procedure.
(Clause7)The NGO?s can get the membership of this Commission and each NGO shall have the right to one vote in the Assembly as the Member of Commission.
(Clause8)Each Member shall take general and specific measures, which are appropriate to assist the Commission in achieving its aims and shall refrain from actions intended or reasonably expected to harm the Commission or impede its activities.
(Clause 9)Subject to the constitution, the General Assembly may make rules for regulating its procedure and conduct of its business. Until rulesare made by this Clause, the procedure and conduct of business in the Assembly shall be regulated by the rules of procedure made by the House Committee.
Article 7: Resolutions
(Clause 1) A resolution with respect to any matter in Manifesto, Constitution and Universal Declaration of Human Rights passed by the United Nations on 10th December 1948 may originated in the General Assembly, the Supreme Council, or the Council of Founders and shall, if it is passed by the house, it shall be presented to the World Chairman for assent.
(Clause 2)When the World Chairman has assented to a resolution, it shall become resolutionof the International Human Rights Commission. The World Chairman shall assent all the documents on behalf of Commission, all documents assent by the World Chairman will come into force at once.
Article 8: Address of World Chairman
(Clause1)The World Chairman may address General Assembly and present his report in every session, for that purpose requires the attendance of the members.
(Clause2)The World Chairman after consultation with the Supreme Council may, from time to time, summon the joint sitting of all institutions to meet at such time and place as he thinks fit and may also Prorogue the same, and the World Chairman shall address the joint sitting assembled together and informed the causes of its summon in every joint sitting of all institutions.
(Clause3)At a joint sitting, the World Chairman shall preside, and all decision at the joint sitting shall be taken by the votes of majority members present at voting.
Article 9: Observers
(Clause 1)The General Assembly, the Supreme Council, the Council of Founders, the World Chairman and General Secretary may invite individuals, the Governmental, or International Organizations and the leaders of states to attend as observers to the Regular or Special session of the General Assembly.
(Clause 2)The General Assembly and the World Chairman shall decide on the rights and duties of observers.
(Clause3)The States Governments and International or Regional Organizations can apply for the status of Observer to take part in the activities of the all institutions of Commission with out the right of vote.
(Clause4)The World Chairman can invite the World leaders and personalities to address Special sessions of the General Assembly, the Supreme Councilor Joint Sitting.

Chapter : 4
Article 10: The Supreme Council
(Clause 1) The Supreme Council shall consist of 31member to be elected by the General Assembly, the World Chairman and the General Secretary will permanent Member of Council. The Supreme Council shall consist of 5 members form Europe, 8 from asia, 6 from Africa, 6 from America, and 4 from Australia.
(Clause 2) The World Chairman shall preside at the meeting of the Supreme Council as its President. When the World Chairman is absent or is unable to preside the meeting due to any cause, such other person as the World Chairman may direct from members shall act or preside the meeting as the Council President.
(Clause 3)The Supreme Council shall, unless sooner dissolved, continue for a term of 5 year from the day of its first meeting and shall stand dissolved at the expiration of itsterm.
(Clause 4)The World Chairman may, from time to time, summon the sessions of Council to meet at such time and place as he thanks fit and may Prorogue the same.
(Clause 5) On a requisition signed by not less than one-forth of the total membership of the General Assembly, the Supreme Council and the Council of Founders, the World Chairman or the General Secretary shall summon the either house or both houses to meet, at such time and place as he thinks fit, within 30 days of the receipt of requisition.
(Clause 6) Notwithstanding anything contained in the Constitution and any other law, the World Chairman may also dissolve the Supreme Council in his discretion.
(Clause 7) A member of the General Assembly or the Supreme Council may, by writing under his hand addressed to the World Chairman resign his seat, and thereupon his seat shall become vacant. A house may declare the seat of a member vacant if, without leave of the house, he/she remains absent or seven consecutive days of its sittings. In the case of the Supreme Council for vacant seat, there shall be election in the General Assembly for that seat.
(Clause 8) A person elected to a house shall not sit or vote until he/she has made before the World Chairman or the Chairperson of the General Assembly oath in form setout in the Constitution.
(Clause 9)The Supreme Council shall implement the overall policy of the Commission as determined by the General Assembly. The Supreme Council shall possess all of the powers delegated to it by the General Assembly and the Constitution.
(Clause 10) The Supreme Council shall meet at least twice a year. The Council shall adopt its own rules of procedure.

Chapter : 5
Article 11: The Council of Founders
(Clause 1)The Council of Founders shall consist of all founding members and organizations (11 delegates of seven Organizations).
(Clause 2) The Council shall be a permanent, advisory and in emergency Supreme Institution of the Commission. The Founding members shall be life members of the Commission and act on their discretion to achieve the goals of manifesto.
(Clause 3) The World Chairman of the Commission (Dr.Muhammad Shahid Amin Khan Chairaman of Jaiza Welfare Trust International)shall be the President of the council for lifetime as elected by the members according to this clause and article.

Chapter : 6
Article 12: The World Chairman
(Clause 1) There shall be a World Chairman of the International Human RightsCommission who shell be the Head of Organization and shell represent the unity of the Commission.
(Clause2) A person shall not be qualified for election as World Chairman unless he/she is a member of Commission of not less then 30 years of age and qualified to be an elected member of Supreme Council.
(Clause 3)The World Chairman to be elected after the expiration of the term specified in Constitution, shall be elected by the members of Supreme Council or by the members of Council of Founders.
(Clause 4)The validity of the election of the World Chairman shall not be called in question by or before any court of law or other authorities.The election to the office of World Chairman shall be held within the 90 days before or after the expiration of the term of the World Chairman in office.
(Clause 5)Notwithstanding any thing contained in this article or any other article of the Constitution or any other law, Muhammad Shahid Amin Khan, shall become the World Chairman of this Commission on the day of adoption of this constitutionby the Council of Founders and shall hold the office for a term of 10 years from that day.
(Clause 6)Before entering upon the office, the World Chairman shall make before the Chairperson of the General Assembly or the Chief Justice of respective country (oath taken ceremony held) oath in the form setout in the Constitution.
(Clause 7) Subject to theConstitution, the World Chairman shall hold office for a term of 5 years from the day, he/she enters upon his/her office. Provided the World Chairman shall, notwithstanding the expiration of his/her term, continue to hold office until his/her successor enters upon his/her office. Subject to the Constitution, a person holding office as the World Chairman shall be eligible for reelection to that office, However, no person shall hold that office for more than three (3) consecutive terms. The World Chairman may, by writing under his/her hand addressed to the Chairperson of General Assembly, resign from his/her office.
Article 13: Duties
(Clause 1) To direct the day-to-day operations of Commission.
(Clause 2) To represent the Commission at all forums.
(Clause 3) To perform any duties delegated or requested by the General Assembly, the Supreme Council or the Council of Founders.
(Clause 4) To present reports on the matter of Human Rights Violation, Peace and on other subjects.
(Clause 5) In exercise of his/her function, the World Chairman shall act in accordance with the advice of the Supreme Council and the Council of Founders; he/she is answerable before the General Assembly
Article 14: Removal
(Clause 1) Notwithstanding any thing contained in the constitution, the World Chairman may, in accordance with the provisions of this article, be removed from office on the ground of physical or mental in capacity or impeached on a charge of violating the constitution or gross misconduct.
(Clause 2) Not less than one and half of the total members of either house may give to the Chairperson of General Assembly or, as the case may be the General Secretary Written notice of its intention to move a resolution for the removal of, or as the Case may be, to impeach, the World Chairman; and such notice shall setout The particulars of his incapacity or of the charge against him/her.
(Clause 3) The Chairperson of the General Assembly or the General Secretary shall, within 15 days of the receipt of a notice under clause 1& 2, cause a copy of the notice to be transmitted to the World Chairman. The Chairperson of the General Assembly shall summon the all houses to meet in a joint sitting not earlier than 90 days and not later than 120 days after the receipt of the notice by him/her.
(Clause 4) The joint sitting may investigate or cause to be investigated the grounds or the charge upon which the notice is founded. The World Chairman shall have the right to appear and represent him/herself during the investigation, if any, and before the joint sitting. If, after consideration of the result of investigation, if any a resolution is passed at the joint sitting by the votes of not less than 2/3 of total members of all houses declaring that the World Chairman is unfit to hold the office due to incapacity or is guilty of violating the constitution or of gross misconduct, the World Chairman shall stop to hold office immediately on the passing of the resolution.
Article 15: Secretariat of World Chairman
(Clause 1) The Secretariat shall consist of a Principle Secretary and the staff of the World Chairman appointed by the World Chairman. The members of the Secretariatneed not belong to the Commission.
(Clause 2) The Principle Secretary shall hold office during the pleasure of the World Chairman and shall be entitled to such privileges as the World Chairman may determine. The World Chairman may make such provisions as he thanks fit for the discharge of the function of a Principle Secretary and following staff of the Secretariat;

(Clause 30 Notwithstanding any thing contained in this constitution, the World Chairman shall act in his/her discretion in respect of any matter in respect of which he/she is empowered by the constitution to do so and validity of any thing done by the World Chairman in his/her discretion shall not be called in question before any authority or any court of law in any state or country on any ground whatsoever. The World Chairman can terminate, dismiss, appoint and designate to any person according to this article.
Article 16: The Senior Vice Chairperson
(Clause 1) There shall be a Senior Vice Chairperson of the International Human Rights Commission, who shall be the deputy head of organization and shall act as the World Chairman, when the World Chairman, by reason of absence or any other cause, is unable to perform his duty or functions.
(Clause 2) The term of the office of the Senior Vice Chairperson shall be 5 years from the day on which he/she enters upon his/her office.
(Clause 3) When the Senior Vice Chairperson is absent or is unable to perform the functions of his/her office due to any cause, such other person as the World Chairman may direct shall act or hold the office as the Senior Vice Chairperson.
(Clause 4) The Senior Vice Chairperson shall hold office during the pleasure of the World Chairman and shall entitled to such privileges as the World Chairman or the Supreme Council may determine.
(Clause 5) The World Chairman or the Supreme Council makes such provisions as they thinks fit for the discharge of the functions of the Senior Vice Chairperson.
(Clause 6) Before entering upon the office the Senior Vice Chairperson shall make before the World Chairman oath in the form setout in the Constitution. The World Chairman can direct or request any other person to administrate the oath of the Senior Vice Chairperson
(Clause 7) The World Chairman can appoint The Deputy Chairperson of the Commission, if he pass constitutional Order to replace the post of Senior Vice Chairperson. The all provision of this article shall apply for the post of Deputy Chairperson of the Commission
Article 17:The Vice Chairmans
(Clause 1) There shall be a Vice-Chairman of International Human Rights Commission for each continent i.e. Asia, Europe, Africa, America and Australia, who shall be appointed by the World Chairman.
(Clause 2)The Vice Chairman?s shall hold their office during the pleasure of the World Chairman and shall entitled to such privileges as the World Chairman may determine. The World Chairman make such provisions as he thinksfit for thedischarge of the functions of a Vice-Chairman in each continent.
(Clause 3) When the Vice Chairman is absent or is unable to perform the functions of his/heroffice due to any cause, such other person as the World Chairman may direct act as the Vice-Chairman.
Article 18: The Regional Offices
(Clause 1)The Regional Offices shall be established for the purpose of supporting theCommission and its activities, including the solicitation of Funds. The statutes and by laws of each Regional Office shall ensure that they shall exist for no other purpose, and shall expressly in corporate this Constitution by reference or otherwise.
(Clause 2) There shall be a Regional Chief of International Human Rights Commission for each Region, Who shall be appointed by the World Chairman.
(Clause 3) The Regional Chief shall hold office during the pleasure of the World Chairman and shall be entitled to such privileges as the World Chairman may determine. The World Chairman may make such provisions as he/she thinks fit for the discharge of the functions of the Regional Chief. The Regional Chief and Regional office shall work under the supervision of the Vice-Chairman of Content
Article 19: The Country Chief
(Clause 1) The World Chairman shall in his/her discretion appoint the Country Chief in each Country of the World for the representation of the Commission, they shall hold the office during the pleasure of the World Chairman and shall be entitled to such privileges as the World Chairman may determine. The World Chairman may make such rules, as he/she thinks fit for the discharge of the functions of a Country Chief.
(Clause 2) The Country Chief shall present his/her status reports annually to the Secretariat of the General Secretary. These reports shall include the following informations;
*Situation of Human Rights in that Country
*; Investigations of Commission on reported HR Violations
*The names and addresses of all members
*Activities of Commission in that country
*Annual funding for the Commission and fund raising activities
(Clause 3) There shall be a cabinet of Country Chief in the exercise of his/her functions in the respective country, members of cabinet shall be appointed by the World Chairman according to the needs of country and commission working, on the advice of Country Chief. They shall hold their office during the pleasure of the Country Chief and shall be entitled to such privileges as the World Chairman of Commission may determine. The Country Chief may makes such provisions as he/she thinks fit for the discharge of the functions of his/her cabinet with the approval of the World Chairman of Commission. The Country Chief will follow the Rules of Registration of respective Country and shell register IHRC as the National/International in that Country and the Constitutional Head shell be the World Chairman of the Commission in every country in case of registration in that Country as International NGO.

Chapter : 7
Article 20: The General Secretary
(Clause 1) There shall be a General Secretary of International Human Rights Commission, who shall be appointed by the World Chairman.
(Clause 2) The General Secretary shall hold office during the pleasure of the World Chairman and shall be entitled to such privileges as the World Chairman may determine.
(Clause 3) The General Secretary shall serve as the executive director of the Commission under the directions of the World Chairman for three years renewable term.
Article 21: Duties
(Clause 1) To direct the day-to-day operation of the Commission according to the orders of The World Chairman.
(Clause 2) To represent the Commission on all forums as the Ambassador of Commission.
(Clause 3) To establish and operate bank accounts for the benefit of the Commission with the approval of the World Chairman and with the assistance of the Accountant General of Commission.
(Clause 4) To maintain proper and regular books of the Commission, including the creation of an annual balancesheet.
(Clause 5) To present status reports annually to the members, the General Assembly, the Supreme Council and the Council of Founders. These reports shall include the following informations;
The names and addresses of all members of commission including the Observer's representatives of States and International Organizations, the member NGOs, the members of the General Assembly, the Supreme Council, the Council of Founders, and whole network of the Commission
A description of overall financial situation of the Commission and description of the activities of the Organization during the previous year, including any additions, changes or amendments to the constitution
(Clause 6) To coordinate the activities of Regional offices in order to better accomplish the aims and objectives of the Commission.
(Clause 7) To perform any duties delegated or requested by the World Chairman, the General Assembly, the Supreme Council and the Council of Founders.
Article 22: The Secretariat
(Clause 1) There shall be a Secretariat of the General Secretary with his/her cabinet of Secretaries, the Chief Election Commissioner, and the Accountant General appointed by the World Chairman. The cabinet of Secretary General shall hold office during the pleasure of the World Chairman and shall be entitled to such privileges as the World Chairman may determine. The World Chairman may make such provision as he/she thinks fit for the discharge of the functions of the Cabinet of Secretaries, the Chief Election Commissioner and the Accountant General.They shall hold the office during the pleasure of the World Chairman and they shall act on the direction and orders given by the General Secretary.
Article 23:Termination of Membership
(Clause 1) Members of the Commission including NGOs may terminate their membership in the Commission if they desire upon sending formal notice to the General Secretary.
(Clause 2) Termination shall be effective upon receipt of notice by the General Secretary. The World Chairman shall make such rules by notification for the membership of commission.
Article 24:Financial Provision
(Clause 1) Funding for the Commission shall be come from the members, and from International Organizations, Corporate or private contributions and fund raising activities.
(Clause 2) The Commission shall receive the donations from observers states and friendly States of the Commission to achieve the goal of glory.
(Clause 3) The Official Banks of the Commission will be City Bank, Allied Bank of Pakistan and Bank of America or any other, which will nominate by the World Chairman by order.
Article 25: Amendments to the Constitution
(Clause 1) Amendments to the Constitution shall be approved by the three-fourths of the members of the General Assembly or the Supreme Council or the Council of Founders.
(Clause 2) The World Chairman may, for the purpose of removing any difficulties, or forbringing the provisions of the Constitution into effective operation, by order,direct that provisions of the Constitution shall during such period and may be specified in the order, have effect, addition, suspend or omission, as he/she may deem to be necessary or expedient
Article 26: Salaries,Allowances,ETC
(Clause 1) Within 5 years from the commencing day, the law for shall make provision determining the salaries, allowances and the privileges of the World Chairman, the of the World Chairman, the Cabinet of the General Secretary and the servants of the Commission.
(Clause 2) Other provisions is made by laws
* The salaries, allowances and privileges of the World Chairman, will be 2000-00 US$ with medical treatment, he/she is entitled immediately before the commencing day; and
* The salaries, allowances and privileges of the others mansion in Clause 1 of this Article shall be such as the World Chairman may be ordered determining by time to time.
*The salaries, allowances and privileges of the World Chairman, shall be increased inevery year one-fourth of present amount
Article 27: Honours of The Commission
(Clause 1) The World Chairman can grant any Honour and title of the Commission to the any Personality in recognition on his/her services in any field, in his discretion and on the recommendation of the General Assembly, the Supreme Council, the Council of Founders,the General Secretary and the Regional Chiefs or the Country Chiefs.
(Clause 2) The Honours and Titles of the Commission as are follows: -

Chapter : 8
Article 28: Oath of the Offices
I_______________________________________ so solemnly swear that, I will bear true faith and allegiance to the International Human Rights Commission.
That, as__________________________________, I will perform my functions honestly to the best of my ability, faithfully in accordance with the Constitution of the International Human Rights Commission.
That , I will not allow my personal interest to influence my official conduct or my official decision.
That , I will preserve, protect and defend the manifesto, aims and objects, the Constitution of the Commission.
That, I will follow and protect the rights of Human beings according to the Universal Declaration of Human Rights passed by the United Nations Organization on 10th December 1948.
May God (Allah) Almighty help and guide me.

Chapter : 9
Article 29: Title & Commencement
(Clause 1)This Constitution shall be known as the Constitution of the International HumanRights Commission.
(Clause 2)The Constitution shall come onto force on 24th of February 1996 or on such earlierday as the World Chairman may, by notification, appoint in the Constitution referred to as the commencing day.
ENFORCEMENT OF CONSTITUTION ORDER 24TH OF FEBRUARY 1996.
In exercise of the powers conferred by the Constitution of the International Human Rights Commission, I Muhammad Shahid Amin Khan, the World Chairman is pleased to appoint the 24th day of February 1996, to be the day on which the provisions of the Constitution shall come into force as the Constitution of the International Human Rights Commission.

1st AMENDMENT - 1999
The following is the full text of the 1st Amendment of 1999 to the Constitution of the International Human Rights Commission, promulgated on 20th November 1999 by the Supreme Council its session held at Rome (Italy).
PROCLAMATION
On 20th November 1999, The Supreme Council adopted and proclaimed the 1st Amendment of 1999 to the Constitution of Commission.
Now, therefore the Supreme Council proclaims this amendment to introduce new Article in to the Constitution of the Commission
Article 18-A: The National Presidents
(Clause :1) The World Chairman shall in his / her direction appoint the National President in each country of the world as the Constitutional Head of the Commission, who shall represent the unity of the Commission in the respective country and act as the Chief Executive of the Commission.
(Clause :2) The National Presidents shall hold the office during the pleasure of the World Chairman and shall be entitled to such privileges as World Chairman may determinand
(Clause :3) The World Chairman may make such rules, as he / she thinks fit for the discharge of the functions of a National President.
(Clause :4) The National President shall present his / her status reports time to time and annually to the World Chairman. These reports shall include the activities of the Commission and all members.
(Clause :5) There shall be a President of State or Province in to the country (if require), which shall be appointed by the World Chairman with the advice of National President.
(Clause :6) In exercise of his / her function, The National President shall act in accordance with the advice of the Country Chief and his / her cabinet, he / she is answerable before The World Chairman (in the case of State or Province, with the advice of Provincial Chief and his / her cabinet and he / she is answerable before the National President).
(Clause :7) Notwithstanding anything contained in the Constitution or any other law, The National President shall act in his / her discretion in respect of any matter in by the constitution to do so and validity of anything done by the National President in his / her discretion or on the orders of World Chairman shall not be call in question on any ground whatsoever in front of any court of law and authority.
(Clause :8) Notwithstanding anything contained in the Constitution and any other law, The National President may also dissolve, dismiss or terminate the Country Chief or his / her cabinet in his / her discretion or by the order of World Chairman (in case of State or Province, The Provincial or State President shall use the same powers).
(Clause :9) Notwithstanding anything contained in the Constitution or in this amendment or any other law, The World Chairman can dismiss, terminate, or remove the National President, Provincial or State President at any time without any notice
Article 18-A: Title And Commencement
(Clause :10) This Amendment shall be known as the 1st Constitutional Amendment of 1999 of the Constitution.
(Clause :11) The Amendment shall came into force on 10th of December 1999 or on such earlier day as The World Chairman may, by notification, appoint in the order as the commencing day.
ENFORCEMENT OF 1ST AMENDMENT IN CONSTITUTION ORDER 10TH OF DECEMBER 1999.
In exercise of the powers conferred by the Constitution of the International Human Rights Commission, I Muhammad Shahid Amin Khan is pleased to appoint the 10th day of December 1999, to be the day on which the provisions of the 1st Amendment of 1999 into the Commission Constitution shall came into force as the 1st Amendment.

Article 23-A: The Rules for Membership of IHRC
A. Eligibility for Membership.
Any person having the following qualification shall be eligible for membership of the Commission:
(1) Who is of or above 18 years age.
(2) Who has reputable character and sound mind.
(3) Who agrees to abide by the constitution and by laws of the Commission and supports the aims and objects of the IHRC.
(4) Who agrees to pay the prescribed fee of the Commission.
(5) No employee of the commission can become member of the IHRC.
B. Categories of Membership.
(1) Patron.
A person who Pay US$5000 or more in lump sum to the Commission and whose association with the IHRC is deemed by the World Chairman helpful for the promotion of the objectives of the Commission shall be invited by the World Chairman to be its patron.
(2) Life Member.
A person who pays US$1000 in lump sum to the Commission shall be invited by the World Chairman to become a Life Member of the IHRC.
(3) Ordinary Member
A person whose application for membership is approved by the World Chairman shall become ordinary Member of the Commission on payment of an annual membership fee of US$10.
(4) Associate Member.
Any Local or National agency or organization Subscribing to the aims and objects of the Commission Subject to the approval of the World Chairman can become its Associate Member on payment of an annual membership fee of US$50.
(5) Observer and Affiliated Member.
Any International Agency, Organization, State, Government, or Regional Organization paying US$1000 per annum, as affiliation or observer fee and subscribing to the aims and objects of the Commission can become an affiliated member or observer subject to the approval of the World Chairman. The observer or affiliated Agency, Organization, State or Government, shall nominate one permanent Representative to represent them as members of the Commission in General Assembly.
(6) Honorary Life Member.
A person who has rendered eminent service to the cause of Human Rights, Peace, Democracy, Education, Law ,Justice, against terrorism, narcotics and Social Welfare and Co-operates actively with the Commission may be nominated as honorary life Member by the World Chairman or any other authority of the Commission under the constitution. He shall not be required to pay any membership fee.
(7) Co-opted Member.
The World Chairman and Supreme Council can co-opted Member (s) for Special purpose (s)
C. Procedure for Admission of Membership
(1) Patrons.
Persons who fulfill the condition laid down under Article 6-B (1) may be invited by the World Chairman to become Patron of the Commission.
(2) Life members and ordinary members.
Persons having qualification as laid down in Article 6(A) and desirous to become life member or ordinary member shall apply on prescribed form of the Commission, To the World Chairman who has the power to accept or reject any such application. A person shall become life member or ordinary member only after payment of the prescribed fee.
(3) Associate Member and Affiliated Member or Observer.
Any agency, Organization and State who fulfils the conditions laid down under Article 6-b (4 &5) can apply to the World Chairman Secretariat, to be come Associate Member or Affiliated Member or Observer, which shall have the power to accept or reject any such application. Affiliated Member only after payment of prescribed fee.
(4) Honorary Life Member and Co-opted member.
The World Chairman of the Commission shall nominate honorary life Member and Co-opted Member.
D. Procedure of Rejection.
(1) Persons whose applications for membership are rejected by the World Chairman can apply again after a lapse of six months.
(2) The application rejected Third time by the World Chairman shall be put - up before the Supreme Council for consideration giving reasons for rejection
(3) A person whose application has been rejected by the World Chairman Secretariat will have the right to appeal to the Supreme Council whose decision shall be final.
E. Rights and privileges of Members.
(1) Following Categories of members shall have the right to vote and take part in the meetings and functions of the Commission and hold office in it: -
(1) Life Members.
(2) Ordinary Members.
(3) Affiliated Members.
(2) Following categories of members shall NOT have the right to vote but can participate in the meetings and function of the Commission. The World Chairman can appoint any of them to hold the office of commission in his discretion: -
(1) Patrons.
(2) Associate Members.
(3) Honorary life Members.
(4) Co-opted Members.
(3) Members who have not cleared their dues by the due date will not have the right to vote or seek collection or participate in any activity of the commission.
F. Procedure of suspension cancellation and Resignation of Membership.
Membership may be terminated on any one of the following grounds: -
(1) For non-payment of subscription up to 30 days after due date.The Accountant General office will issue 15 days notice to all members who are in arrears prior to the due date. A second notice of 30 days will be given at the expiry of the first notice period if the dues are not cleared as per second notice the person concerned will ipso -fecto cease to member.
(2) Absence from meeting (General Assembly, Supreme Council or others).A member who fails to attend three consecutive meetings without prior intimation,with justification, Shall cease to be member of Commission, As the case may be.
(3) Conduct being detrimental. If the conduct of any member is deemed by the World Chairman to be prejudicial to the interest of the Commission or calculated to bring the Commission into disrepute. His membership can be suspended / cancelled/terminated according to the following procedure: -
(a) He shall be given a notice of at least 15 days by the World Chairman secretariat during which he shall submit a written explanation of his conduct
(b) In the event of explanation, being found unsatisfactory the World Chairman Secretariat either may administer a warning or may ask the member to resign his membership from the Commission forthwith.
(c) In the event of the said member refusing to resign, when asked to do so, the World Chairman shall exercise his powers for the termination of membership.
(d) For reasons to be recorded in writing the World Chairman secretariat may suspend forthwith the membership of a defaulting member maximum for a period of three months, during which, World Chairman shall be bound to take final decision.
(4) Resignation.
Any member may on his own accord. Terminate his membership by sending his resignation in writing to the General Secretary or Principle Secretary. The World Chairman Secretariat may accept resignation provided he has cleared all the outstanding dues.
(5) Death of the member.
Upon the death of any member, the seat shall declare vacant.
(6) Procedure for Restoration of Membership
(1) Non payment.
In case it is due to non -payment of membership fees as per Article 6 F (1) HIS MEMBERSHIP MAY BE RESTORED AFTER PAYMENT OF ALL THE DUES OUTSTANDING Against the member subject to the approval of the World Chairman.
The notice for cancellation of membership because of non-payment of fee should be published in local newspaper, which may find it difficult to issue individual notices.
(2) In case of his conduct being detrimental to the interest of the organization, the World Chairman, if it is satisfied, may restore membership after he/she gives a written assurance that he/she will not work against the interest of the commission.
(3) In case the person?s membership is not restored by the World Chairman, He/she shall have the right to appeal to the Supreme Council, which by a majority of 2/3 of the members present in voting. May restore his membership. Decision of the Supreme Council on this subject shall be final.
Enforcment Of The Rules For Membership 1st of August 2000

2nd AMENDMENT - 1999
The following is the full text of the 2nd Amendment of 1999 to the Constitution of the International Human Rights Commission, promulgated on 20th November 1999 by the Supreme Council its session held at Rome (Italy).
PROCLAMATION
On 20th November 1999, The Supreme Council adopted and proclaimed the 2nd Amendment of 1999 to the Constitution of Commission.
Now, therefore the Supreme Council proclaims this amendment to introduce new Article in to the Constitution of the Commission.
Article 25-A: Constitutional Orders
(Clause 1) The World Chairman may, except when the Supreme Council is in session, if satisfied that circumstances exist, which render it necessary to take immediate action, make and promulgate the Constitutional Order as the circumstances may require..
(Clause 2) The Constitutional Order promulgated under this Article shall have the same force and effect as an Amendment of the Supreme Council or General Assembly of the Commission.
(Clause 3) No amendment, addition, omission and constitutional order of the World Chairman, General Assembly, Supreme Council, Council of Founders in to the Constitution of Commission shall be called in question in any Court, in any Country or State, before any Authority, on any ground whatsoever.
(Clause 4) For the removal of doubt, it is hereby declared that there is no limitation whatever on the power of the General Assembly, Council of Founders, Supreme Council and the World Chairman to addition or omission or modification or to amend any of the provisions of the Constitution.
