GENERAL INFORMATION

Westage Towers Condominium is located at 25 Rockledge Avenue at the intersection of Cottage Place in the City of White Plains, County of Westchester, in New York State. The two high rise buildings, termed East and West, are located in downtown White Plains, within easy walking distance of the Metro-North train station, The Galleria, The Westchester, Mamaroneck Avenue shopping, City Hall, and the new White Plains City Center. The Westage Towers complex consists of three entities: The Community Association, Westage Towers East, and Westage Towers West. These entities, each of which is a separate corporation, are intertwined in many ways, for example: common employees (the building engineers and maintenance staff), common vendors (e.g., insurance company, electric, water, and telephone), and a common Property Manager.

The two condominium buildings (East and West) have 24-hour security via a single gated entry, plus concierge services in each building. Each building also has a fitness center and shares a landscaped outdoor swimming pool area. Indoor parking in a secured garage is available beneath each building as well as ample outdoor parking. An intercom system is installed in each building to permit occupants of an apartment to receive calls from the gatehouse.

Each apartment unit includes a designed kitchen with full appliance package, an elegant tiled master bath, either a private terrace or patio, and one designated storage cubicle in the basement. The East Tower apartments include a washer and dryer within each unit. The West Tower apartments contain a laundry room with washers and dryers on each residential floor.

WESTAGE TOWERS COMMUNITY ASSOCIATION

Westage Towers Community Association was organized pursuant to Article 9B of the Real Property Law of the State of New York, as amended. A declaration of Condominium Ownership was recorded on April 15, 1985 by the sponsor, Westage Towers Associates, a New York General Partnership. The Association is in charge of grounds, parking, security (gatehouse), the fitness center, and pool operations. A monthly fee is collected from all unit owners proportional to the size of each unit to cover the costs of these operations. WESTAGE TOWERS EAST TOWER

Westage Towers East Condominium was organized pursuant to Article 9B of the Real Property Law of the State of New York, as amended. A Declaration of Condominium Ownership was recorded on April 15, 1985 by the original sponsor, Westage Towers Associates, a New York General Partnership, located at One Heritage Hills Drive, Somers, NY 10589. Apartment units in the East Tower were first offered for sale on November 20, 1986. The successor sponsor to Westage Towers Associates is CTB/West, Inc. located at 60 North Main Street, Waterbury, Connecticut 06702 which took title to the remaining unsold units on July 20, 1990. On July 1, 1993, CTB/West, Inc. entered into a contract to sell all remaining unsold units to Essex Capital Partners, Ltd., a New York Corporation having offices at 280 Madison Avenue, New York, New York 10016.

Westage Towers East Condominium consists of a 127 unit thirteen story high-rise building on 1.6 acres with a basement containing storage cubicles and a fitness center. The apartment units are studio, 1, 2, and 3 bedroom units ranging from approximately 742 sq. feet to approximately 1807 sq. feet. Each apartment unit has either a patio or a balcony and a designated storage cubicle in the basement. In addition to the storage cubicles, the basement contains an exercise room complete with equipment and two saunas (men's and women's). The first (lobby) floor contains a large meeting room/lounge ("Westchester Room") equipped with a kitchen and a mail area. WESTAGE TOWERS WEST TOWER

Westage Towers West Condominium was organized pursuant to Article 9B of the Real Property Law of the State of New York, as amended. The West Condominium property was originally owned by RMHS Realty Corporation which acquired it from the White Plains Urban Renewal Agency on July 22, 1982. A Declaration of Condominium Ownership was recorded on April 15, 1985 by the original sponsor, Westage Towers Associates, a New York General Partnership, located at One Heritage Hills Drive, Somers, NY 10589. The successor sponsor to Westage Towers Associates is CTB/West, Inc. located at 60 North Main Street, Waterbury, Connecticut 06702

Westage Towers West Condominium building consists of a 12 story 117 unit high-rise direcly adjacent to the East Tower on approximately 1.6 acres of land. The apartment units are 1 and 2 bedroom simplex type ranging in size from approximately 825 square feet to approximately 1,480 square feet. Each apartment unit has either a patio or a balcony and a designated storage cubicle in the basement. The first (lobby) floor contains a large meeting room/lounge ("Westchester Room") equipped with a kitchen and a mail area.
