Rules of the Club

(As of August 2004)

1.       Karts - Chassis

1.1        All Karts must be in good, safe, operating order.

1.2         Tyres: - slick type only, no canvas showing, no grooves or treaded type allowed.

1.3        Chain guards: - Effective coverage front and rear, rear to extend to the frame and side to                              effectively cover the clutch and prevent intrusion of hands / fingers.

1.4         Clutch: - Centrifugal type to be used. Maxi Torque RS35 pitch, standard type SS & TT only– must not be                 adjustable.

1.5         Brakes: - Must be effective and in good condition. No frayed cables or fluid leaks.

1.6         Side intrusion: - Side pods or Nerf bars must be installed so as to prevent side intrusion between front and    rear wheels.

1.7         Nose Cones: - Must be fitted, secure and in serviceable condition.

1.8         Leaks: - No fluid, fuel or oil leaks.

1.9         Numbers: - Race numbers must be displayed front and rear. Size minimum 150mm x 150mm

1.10       Kill Switch: - Must be installed on the steering wheel or column and be operational.

1.11       Fuel: - No methanol.

1.12       Aids: - No aerodynamic aids.

1.13       Protrusions: - no sharp protrusions, bolts etc.

1.14       Engine: - One unit only.

 

2.   Karts – Engines – 2 Stroke

2.1         Victa 2 stroke 125 or 160cc only.

2.2         Carburetor free, but, must be attached to barrel.

2.3         Exhaust free, but must be an effective spark arrestor with maximum noise level 95dba.

2.4         Crankcase, Conrod and piston must be standard part.

2.5         Porting and machining is allowed; cylinder head free.

2.6         Ignition standard but, may use C.D.I. unit.

2.7         Flywheel standard, removal of fins allowed, but must be covered.

2.8         No water cooling.

2.9         No Reed Valves allowed.

 

3.   Karts – Engines – 4 Stroke

3.1        Four stroke Stationary type engine only – max rating 5hp.

3.2        Engines must remain in standard form with no performance enhancing parts – with the                        following exceptions only as listed below. All internal specifications must remain as per “Manufacturers Specification” with no “Performance Enhancing” additions. No alteration via “Off set” keyways; or keyway removal. Polishing of surfaces allowed but not the removal of material as in the machining of cylinder Head / Block to increase compression. Any so-called “grey areas” shall be seen by the Scrutineers as an infringement of the Club Rules.

 3.3 Exceptions:-

 a.        Foam Sock type air filter.

 b.        Standard barrel type replacement muffler – must be an effective spark arrestor with maximum noise level                   95dba. No drilling allowed.

 c.        Relieving of carburetor main jet.

 d.        Governor removal.

 e.        Briggs & Stratton specific:-

Ø       Carburetion – Standard B&S Industrial plus bowl type, with no adjustable jet. Standard Inlet manifold or Club fabricated steel manifold only to be used.

Ø       Fuel Pump – Remote Pulse Pump with isolated fuel tank may be used to service bowl carburetor. Pump must be of a vacuum type and no greater than 3psi. Briggs & Stratton Part # 808656 recommended.

Ø       Conrod – A non genuine Conrod maybe used for (durability only). Must be of the standard length and must be sighted by club Scrutineer or Executive committee member prior to installation. Note** Standard length Conrod measures 3.875".

Ø       “Raptor III” valve guides may be used (for durability).

3.4             All engines must be tagged by The Club Scrutineers.

Note.

Engines may be removed for closer scrutiny by an Authorised inspector at the discretion of The Committee (three (3) Committee Members to be present). Non-compliance will result in the following penalties.

1.    First offence will attract a three (3) meet suspension for that family’s membership.

2.       Second offence will attract a six (6) meet suspension for that family’s membership.

3.       Third offence will result in an instant non-negotiable termination from the Club of the offender and their family.

  

4.  Race Rules

4.1        No deliberate barging – Black Flag offence.

4.2        No deliberate blocking – Black Flag offence.

4.3        Non Compliance with Race Engines – refer 1 – Engines – Note **.

4.4        Rookies / Learners to display “L” plate at rear.

4.5        Arm / hand must be raised and kept aloft in event of slowing down, danger, exiting of track.

4.6        The starter’s decision is final.

4.7        Maximum of 10 karts only to participate in any one race.

4.8        Flags / lights:-

 

5.  Safety

5.1        Flags / lights refer Race Rules.

5.2        Apparel:-

            5.2a      Gloves must be worn.

            5.2b      Helmet of correct fit and approved type (full face) must be worn.

            5.2c      Sturdy leather boots offering ankle protection to be worn.

            5.2d      Goggles must be worn.

            5.2e      Overalls must be worn offering cover from ankles to wrists.

5.3        Long hair to be restrained.

5.4        Parents to supervise their children and ensure they comply with apparel.

5.5        Alcohol: 0% blood alcohol content for all drivers and none permitted in pits whilst track is open.

5.6        Starter & Committee to be obeyed at all times.

 

6.  General

6.1        Karts are driven at participants own risk. Insurance cover offered by The Club is Public Liability only. The      Club recommends that members obtain their own insurance cover. 

6.2        No events on days of total fire ban.

6.3        No events on days of wet track – the onus is on the member to find out track status – refer to calendar for    contact details. This decision will be final.

6.4        Members are expected to assist in the running of event days.

6.5        Maximum of six (6) cars in the Pits at any onetime – trailers ok.

6.6        Monies / Fees are expected to be paid when due.

6.7        Annual dues $200 per family. (Subject to change at the discretion of the Committee after review of financial statement)

            Memberships become due at November 1st in a calendar year and are payable by February 1st in the next     year. If membership is not paid by this date, the member is then deemed unfinancial and as such (refer       constitution) is ineligible to any Club privileges including the receiving of race points and trophies.

6.8        Day license (for non-members) $10.00. Day License form must be completed and signed.

6.9        Gate entry $15.00 per family.

6.10      Social membership for non driver / owners $20.00 per annum with the right to vote.

6.11      Track events shall be held on the 1st, 3rd & 5th Sunday of each month (refer to calendar).

6.12      General meetings are held on the 1st Thursday of each month. These meetings are a smoke free     zone.

6.13      Trophy days will be held on the second meet, (3rd Sunday) of each month.

6.14      No smoking in the pits.

6.15      No more than three (3) consecutive day licenses in a row per person.

6.16      A parent or guardian must accompany any person under the age of 18yo.

6.17      No driving of karts in pits at any time.

6.18      Driver’s must not start their own karts unless assisted by holding of brake pedal by 2nd person.

6.19      Events shall not start without a minimum of 3 track marshal’s.

6.20      Members to attend the Club’s annual scrutineering day for inspection and tagging of engines.

 

7.  Dispute / complaints / arguments:

7.1        These will not be tolerated at any event. They must be raised at the next general    meeting. Offenders will   be shown the black flag and asked to leave by the committee.

7.2        Parents are solely responsible for their children and their actions. This includes ensuring their safety            equipment is on, of the correct fit, and approved type. Parents are also asked to assist with track duties whilst their child competes.

7.3        Track events are allowed between the hours of 11.00am and 5.00pm on event days. Engines must not          be started prior to this.

7.4        It is expected that members arrive before 11am to enable scrutineering to take place and    assist with set up. Late comer’s to wait for Scrutineer on his term.

7.5        Karts must be scrutinised before they can enter the track, all members must bring their scrutineering book. Failure to do this twice in a row will deem that kart ineligible to run.

            Any defects noted during scrutineering must be rectified by the next track event. Failure to do so will render the Kart ineligible to run.

 

8.  Race Classes

8.1        Driver age is taken at the 1st January each race season. All drivers must compete in the correct age             group. All drivers stay in that group until the next race season with the exception of rookies who can   move into their correct age group when deemed competent by their parents and the committee.

8.2        Rookies: – 6 – 10 years or at the discretion of the parent and the committee. The rookie class is intended    as a learning and confidence gaining class and is to be used as such.

8.3        Under 10: -  6 – 10 years.

8.4        Under 12: - 10 – 12 years.

8.5        Under 15: - 12 – 15 years.

8.6        Under 18: - 15 – 18 years.

8.7        Open Under 90kg: - Adults over 18 years and under 90 kg.

8.8        Open Over 90kg: - Adults over 18 years and over 90 kg.

8.9          Open Ladies: - Adult women over 18 years.

 

Summary:

These are the Rules of The Winchelsea Fun Kart Club Incorporated

All members are expected to be fully conversant with the Rules of The Club and are expected to abide by them at all times.

The rules are there for The Club’s benefit and also that of it’s members safety, Club security, and to ensure The Club keeps going in a form that all members can enjoy and ultimately have “FUN” as our name indicates.

These Rules are designed to promote:-

a.                   Safety at all times during Club Events.

b.                   Maximum enjoyment for all with all due respect for others.

c.                   Efficient running of The Club.

d.                   A set of guidelines for all to operate within, being mindful and adhering to the Constitution of the Winchelsea Fun Kart Club.

Winchelsea Fun-Kart Club Inc.

Constitution 08.2004

(herein referred to as the Club)

 

1.  Purpose:

1.1       To foster the sport of Fun-Karting.

1.2       To accept and uphold the rules, regulations and specifications as applied to the sport by the Club.

1.3    To promote competitive events within The Club, the giving of trophies and encouragement awards in accordance of the Rules of The Club.

1.4       To maintain, to the best of The Club’s financial position, a track circuit for the use of all members.

1.5       To promote fellowship, sportsmanship and social activities between members and their families.

1.6       To take or execute any action that may be deemed necessary in the interest of The Club.

 

2.  Committee of Management:

2.1       The Committee of Management shall consist of –

·         President

·         Vice President

·         Secretary

·         Treasurer

·         Public Officer

·         General Committee (minimum 5 senior members)

2.2        The above members shall be hereinafter referred to as “The Committee” and have sole responsibility for the good management of the affairs of The Club.

2.3        Each officer and general committee member of The Club shall hold office until the annual general meeting next after the date of his or her election but is eligible for re-election

2.4        In the event of a casual vacancy in any office referred to in sub rule 2.1, the committee may appoint one of its members to the vacant office and the member appointed may continue in office up to and including the conclusion of the annual general meeting next following the date of appointment.

 

3. Duties:

-          President ; the elected head of The Club

The President will chair all Club meetings and generally supervise the activities of The Club.

-          Vice President ;

Shall render assistance to the President as required and chair any meeting in the President’s absence. Shall also at the direction of the President, take charge of the administrative activities of the Club.

-          Secretary ;

Shall be responsible for the safekeeping of The Club’s records, papers, documents, books etc.

Shall attend all meetings and keep a record of The Club’s minutes.

Shall keep a record of all members, and list financial and unfinancial members.

Shall keep a register of all karts and their numbers, or appoint a nominee for this purpose.

Shall conduct all correspondence on behalf of The Club.

Shall compile and keep a record of all Rules and Regulations of The Club. Make alterations, additions to such Rules and regulations as authorised by The Committee.

-          Treasurer ;

Shall have custody of all of The Club’s funds, and their duty shall be to collect and receive all monies due to The Club. Within 7 days of the same, after receipting the money to pay the same to the credit of The Club at the bank at which The Club transacts it’s business.

 

-          Treasurer Cont;

Shall keep accounts of all receipts and payments, to furnish The Committee at each meeting, or, when requested produce an accounts balance sheet correctly made up.

Shall make out cheques to pay accounts, as required and have same signed by self, and, either, The President, Secretary, or another Committee member as authorised by The Club.

Shall issue receipts for all money received by The Club.

Shall have the books of The Club audited immediately prior to an Annual General Meeting by an Auditor, such as appointed by a General Meeting . This person shall not be a member of The Club, or a close relative of a Member of a signatory of the account. All books, papers, documents and other relevant material are to be made available to the Auditor. A copy of the Audited financial statement shall be made available to each member at The Annual General meeting

-          Public Officer ;

Shall provide Club and Financial Reports to Consumer Affairs Victoria.

Shall ensure all information required is forwarded on time and report any shortcomings at the next General Meeting.

 

 

-          General Committee ;

Committee numbers shall number five (5) and will cover the following duties:-

1. Circuit officials                       2. Scrutineer.                 3. Pit officials

4.  Publicity / promotions            5. Grounds Maintenance

These Committee Members will attend all General / Annual General Meetings and render assistance to, or, perform duties as requested by The President. 

 

4. Members:

General definition;

The Club shall consist of Life Members, Senior Members, Junior Members, Day Members and Social Members.

Senior Member;

Members over the age of 18 years shall be classed as senior members.

Junior Member;

Members under the age of 18 years shall be classed as junior members.

Social Member;

Social Members are non driver/owner over the age of 18 years, with the right to vote.

Day Member;

Upon payment of Day Membership, this will entitle the Day Member to drive a Kart on the circuit on that specified day. No other Club privileges apply.

Life Member;

As a mark of honour, Life Membership may be awarded to a member as a reward for meritorious service to the Club after 10 years continuous membership, by recommendation of the Committee only. Life Membership carries the same role as a general member but Annual dues are wavered.

 

5. Eligibility:

5.1   Each candidate for admission as a member  shall be proposed by one financial member of The Club and seconded by another financial member of The Club ; each of at least twelve (12) months standing . Each nomination shall be in writing and shall set forth name, address, and age if under 18years of each candidate and such information as prescribed by The Committee, and shall be read at the next meeting by The Secretary. These nominations must be accompanied by the first year’s subscriptions. Any member knowing why a nomination should not be accepted, should contact The Secretary in writing stating all the facts and evidence to support a rejection, prior to the meeting when the nomination is due for voting. Such information is confidential and will only be discussed by The Committee. If found correct, The Committee will decide by majority vote if the nomination shall be accepted, and will not be obliged to state reasons before the General Meeting. In case of rejection, the first year’s subscription will be refunded.

5.2   Age groups: - 6-12 Sub Juniors; 12-18 juniors; Sub Junior and junior members will have the same rights as senior members, except the right to vote at meetings, the right to hold office, or the right to nominate office bearers.

5.3   Members over 18 shall be classed as Senior Members.

5.4   Immediately on the acceptance of membership, notice will be given and the New Member shall be furnished with a copy of The Club Rules and specifications together with a Membership Card. The Members name and details will be recorded in The Club Register according to classification.

5.5   Member’s details will be removed from the register after being unfinancial for more than one (1) year.

5.6   Members wishing to withdraw from the Register shall give notice in writing to the Secretary and shall pay all monies due as at the date of such notice; but; shall not be entitled to a refund of paid membership dues.

5.7   Members resigning from The Club, or, ceasing for any cause to be a Member shall not be entitled to, or, have any claims upon any portion of Club property.

 

6. Resignations:

6.1  Members may resign from The Club by written or verbal notice to The Club Secretary.  Failure to pay Annual Dues by two (2) months of the set due date shall be deemed a resignation from The Club.  Upon resignation status of a Member, it shall be recorded in The Club Register the date in which the Member ceased to be a Member.

 

7. Removal:

7.1        The Committee may suspend or expel a member of The Club;

a.       who commits any breach of any rule or by-law of The Club

b.       who in the opinion of The Committee acts in a manner which is contrary to the interests of The Club

c.       who no longer complies with the Membership requirements of The Club

7.2        The member shall be informed of the allegation and invited to present a verbal or written explanation to the Committee for consideration.

 

8. Appeal:

8.1         Any member who feels aggrieved by any decision of the Committee under clause seven (7) may by notice    in writing, given to The Secretary within one calendar month from the date thereof, appeal such a decision             at a general meeting.

8.2         Such notice shall state the grounds of appeal and shall be heard no later than one (1) month from the           giving of such notice to The Secretary at a general meeting.

8.3         Upon the hearing of such notice, the aggrieved member shall be afforded the full opportunity of being            heard.

8.4         Until the hearing, The Committee shall have full force and effect. The Committee’s decision shall be final.

 

9. Subscriptions:

9.1         Shall be payable in advance.

9.2         The amount to be determined by The Committee.

9.3         The Club may by, general vote, call for advance payments of subscriptions or levies, should it be deemed     necessary for any special reason.

9.4         A driver, or kart owner having not paid all subscriptions due, or have any other debt owing to The Club,          shall not be entitled to a trophy, privilege, or accept any Office in The Club.

 

10. Meeting:

10.1      Annual General;

a.       The Club shall in each calendar year convene an Annual General Meeting of its Members.

b.       The Annual General Meeting shall be held on a day determined by its Committee Members.

c.       Two (2) months clear notice shall be afforded to all Members to notify of such a meeting.

d.       The ordinary business of The Annual General Meeting shall be;

-          To confirm the minutes of the last Annual General Meeting and of any General Meeting since

-          To receive from The Committee reports during the preceding financial year.

-          To elect office bearers of The Club and Committee from ordinary members. Nominations must be financial and of at least twelve (12) months standing.

e.       The Annual General Meeting may transact special business of which notice is given in accordance

f.         The Annual General Meeting shall be in addition to any other General Meetings held by the Committee.

g.       A quorum shall be 10% of its financial members and must include a quorum of the committee.

10.2      Committee Meeting;

a.  Shall be held when deemed necessary

b.   A quorum shall be four (4) and shall consist of two (2) members of the Executive

10.3      General Meeting;

a.       Shall be held at each month or more often if deemed necessary

b.       Five general committee members, inclusive of two (2) executive committee members, personally present constitute a quorum for the conduct of the business of a general meeting.

10.4       Special General Meeting;

a.       The Committee may, whenever it thinks fit, convene a special general meeting of the Club.

b.       The Committee must, on request in writing of members representing not less than 10 per cent of the total number of members, convene a special general meeting of the Club.

c.       The request for a special general meeting must—

-          State the objects of the meeting; and

-          Be signed by the members requesting the meeting; and

-          Be sent to the address of the Secretary.

d.       This meeting to be held within five (5) days of notice given to The Secretary.

e.       A quorum shall be 10% of its financial members and must include a quorum of The Committee.

 

11.  Election

11.1      Election of office bearers shall take place at The Annual General Meeting. All nominations must be financial and of twelve (12) months standing.

11.2      Nominations shall be received from the previous General Meeting, if insufficient nominations are received, nominations may be received from the floor on the night.

11.3      Nominations for each office are to be called separately. Voting shall be by show of hand, indicating a majority which will decide.

 

12 Voting

12.1      All financial members excluding Sub-Junior and Junior are eligible to vote at both General and Annual General meeting’s on all subjects.

12.2      There shall be no Proxy Voting.

 

13 Constitution

13.1      Changes to the Constitution shall be made in accordance with Association incorporation Act 1981 and any such changes shall be forwarded at next annual return.

 

14. Club Rooms:

The club rooms shall be selected by The Committee and their acceptance shall be decided by a vote of members at a General Meeting.

 

15. Dissolution:

In the event of the Club being disbanded or failing to function its net assets will not be distributed to members but will be distributed to a community or charitable organization, in accordance with the Association and Incorporation Act 1983.

 

16. Amendments:

The Club may from time to time amend both Club Rules and Constitution as it sees fit for the proper operation of The Club provided that :

a.       Each amendment is voted upon and accepted by members at a General Meeting

b.       These amendments are received at both General Meeting and Annual General Meeting and duly recorded and updated.

c.       All members are made aware of such changes.  

d.       Changes to the Constitution can only be made at an Annual General Meeting

e.       In the case of Constitutional changes, these must be forwarded to The Incorporation Act with our annual return.
