SCHEME OF ASSISTING PROMOSING SPORTSPERSONS AND SUPPORTING SPORTSPERSONEL
1. BACKGROUND
1.1
Achieving excellence and winning medals in the Olympics and other international sports events has been a matter of pride for all Nations of the World. Countries have been spending sizeable resources and providing best of facilities to the top sports persons for coaching,training etc. on a long term basis fror enabling them to perform their best in various international sports events and bringing laurels to the country. Over years, competition at international sports has become extremely competitive and is no longer confined to "sports" for the sake of "sports".
1.2 Under the revised guidelines for "Assisting the National Sports Federations (NSF's)", the sports disciplines have been prioritised and graded scale of assistance is being provided to individual disciplines, based on the chances of getting medals in the coming internationl sports events. NSFs are being assisted for several purposes such as organising tournaments, inside the country, participating in international tournaments organised outside, equipment, coaching etc. It has been felt that after a sports person proves his/her merit and it becomes clear that he/she holds prospects of winning medals for the country in the internationsl sports events, it is necessary to provide him/her a package of assistance at a scale higher than the general assistance being provided to a person under the existing schemers, so as to enable him/her to put in him/her best and compete with others at the international level.

In the past years, schemes were formulated for assisting the promising sports persons, as and when major internationsl sports events, like the Asian Games, the Commosnwelth Games, the Olympic Games is schedules. In view of importance of the matter andfor providing, it has been felt necessary to reformulate the scheme for meeting the needs of the promising sports persons on a regular and long term level.

A scheme entitled 'Travel Grant to Sports Specialists' was started in 1987 with the objective of assisting sports scholars/research workers to travel abroad for specialised training, research, study, for attending seminar and conference of repute. Subsequently, another scheme entitled 'Scheme of Scholarship for Training of Specialists and Outstanding Sports Persons in Sports/Adventure Abroad' was started in 1989 for providing scholarships to the sports specialists and assisting outstanding sportspersons for achieving excellence at international levels, the new scheme has been drafted by merging these two ongoing schemes.

2.OBJECTIVES
The scheme aims at
  1. Providing a package of assistance to the promising sports person in the sports disciplines, based on the chances of getting medals in the coming Olympic and other international sports events and
  2. Providing assistance to supporting personnel such as the sports scientists, coaches, referees, sports specialists etc. with a view to provide scientific back up and other supports to the promising sports persons. "Sports scientists" and "Sports specialists" will incude scientists dealing with sport sciences and personnels such as the doctors dealing with sports medicine, physiotherapists, message experts and physical conditioning experts etc. respectively.
