Not all the series of the citizen-type plates are the same. There are some enjoying the rights practically equal to federal plates. Such series are usually issued to federal and regional governmental organizations. Some of these series may be "sold out" at a very high price but that is, certainly, illegal.
Until recently there was a several-page list of special series at the website. That was rather inconvenient to read; moreover, the list got obsolete. I have got an updated table of special-series plates but not sure yet whether to post it at the site. Still thinking...
